Salary Level: US: Starting salary for this role is $142,500 - $180,500 commensurate on experience, based on local benchmark for candidates outside of the United States.

The Program / Department /
The Global International Finance (IF) Department plays a key role in supporting the financial operations in Mercy Corps’ country programs by working collaboratively with country finance staff and providing guidance in grant management, budgeting, accounting and other financial functions in accordance with Mercy Corps’ internal policies and procedures, as well as donor regulations. The Global IF Department ensures the timely, complete and accurate reporting of financial information from Mercy Corps’ country offices and is responsible for ensuring that all financial reporting requirements to donors are met in a timely and accurate way. The Global IF Department works closely and collaboratively with HQ Program Department in support of country program objectives, Regional teams, country office senior leadership, the agency’s ethics and Internal Audit teams, HQ Corporate Finance, Grants and Contracts team, Cost and Pricing team, , Financial Planning and Analysis, and Treasury Departments in support of corporate financial functions.
The Position
The Vice President of International Finance provides strategic direction, vision, and leadership to the Global HQ International Finance team across MCE/MCG and MCNL, giving guidance and oversight to areas that include: setting annual departmental goals, managing departmental budgets and special projects. Manage the Senior Director of Cost and Pricing, helping lead all new business proposals across the Agency Represent Global HQ IF at the Board’s Audit Committee and Finance and Investment Committee meetings, and supervising International Finance Regional Directors, Global Accounting Director, Global Training Director and Director of International Finance, Europe.
Essential Responsibilities
STRATEGY AND VISION
Oversee the Global International Finance department in support of the agency’s strategic direction and the needs of country teams by prioritizing and organizing departmental work plans, resources and identifying appropriate performance metrics.
Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed.
Support the CFO in implementing the agency costing project to adjust the indirect cost structure and NICRA rate for USAID across MC’s entities in MCG/MCE and MCNL. This would include support CAS compliance for future USAID contracts.
DEPARTMENT MANAGEMENT
Provide direct and indirect oversight of the Global International Finance Department through supervision of the International Finance Regional Directors, Global Accounting Director, Global Training Director, and Director of International Finance, Europe. and the setting of departmental goals.
Ensure the department is a knowledgeable resource to country teams and HQ staff on issues related to grants management, donor specific audits, proposal development, and reporting.
Ensure department and agency goals are clearly communicated, and the team is working to support the agency as a whole.
Analyze the agency’s support needs of the department and articulate departmental resource needs to meet these agency demands.
Manage and administer departmental and special project budgets.
TEAM MANAGEMENT

Supervise, hire and orient new team members as necessary.

FINANCE AND COMPLIANCE MANAGEMENT
Provide oversight to ensure the proper set-up of financial operations in new Mercy Corps country offices to comply with internal and external policies and procedures. Coordinate withthe Grants and Contracts team , Corporate Finance, Legal,Programs and HR teams as appropriate.
Analyze and problem-solve financial risk management for complex projects and programs.
Create a strong business partnership between regional offices and country office senior leadership.
Engage with country teams on the Internal Audit process to track findings and ensure country team resolution of financial findings and recommendations.
Report on the status of Internal Audit Report Action Plans and ensure that Internal Audit Action Plan Review Teams are reviewing and responding timely to Internal Audit Action Plans.
Point of contact for the single audit and manage the yearly single audit in close coordination and collaboration with corporate finance.
Ensure information required for other annual filings, such as the 990, is available and provided timely.
Support donor specific financial audits conducted by the OIG or similar entity
Oversee the Financial Management of Contracts and grants across the agency
Oversee the cost and pricing function of new business development for proposal budgeting and strategic pricing of proposals
REPRESENTATION
Oversee and participate in the design and review of new policies and procedures.
Serve as a member of the agency’s financial accounting system (Navigator) management team.
Promote and facilitate effective communication and teamwork between the Global HQ International Finance team, HQ Program Department, Corporate Finance, Mercy Corps Europe Finance and the ethics team.
Notify HQ Executive Team (CFO, COO, CPO, CECO, GC, VP Program) on a timely basis of actual or potential financial and/or compliance deficiencies.
Represent Global International Finance at the Board’s Audit and Risk Committee and Finance and Investment Committee meetings.

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. **Minimum Qualification & Transferable Skills
**
MA/S or equivalent in finance, accounting or relevant field is required. An advanced degree is preferred.
7+ years of experience with not-for-profit fund accounting including knowledge of rules and regulations governing the compliance/regulatory management of grants and contracts from the US Government (i.e., USAID, USDA, BPRM) and other agencies (i.e., UN, EC) is required.
10+ years of progressive financial management experience in a medium to large organization, including responsibility for budgeting, financial management, accounting and financial decision-making is required.
Demonstrated experience and understanding of Generally Accepted Accounting Principles (GAAP), financial reporting, accounting systems, budget development and administration is required.
Effective leadership and mentoring skills imperative, with strong liaison and “translation” skills to non-financial departments.
Effective verbal and written communication, analytical, organizational and prioritization skills as well as staff management and leadership abilities are required.
Proven ability to successfully communicate project purposes, goals and objectives and initiate and maintain positive relationships with country teams, program staff and donor agencies is required.
Demonstrated experience hiring, coaching, developing, inspiring, mentoring, and supervising a large staff.
Employment overseas and experience working for an NGO with USAID is preferred.
