ToR - CONSULTANT: USAID Market Expansion analysis

Background

Hivos is an international development and human rights organization guided by humanist and feminist values. Since 1968 we work together with citizens and their organizations, contributing towards the creation of just, inclusive and life sustaining societies where people have equal access to opportunities, rights and resources.  Our mission is to amplify and connect voices that promote social and environmental justice and challenge power imbalances. We particularly empower marginalized rightsholders to raise their voice and demand freedom of choice.

Our approach is solution driven. We support the development of alternative solutions to deep-seated problems so that individuals and communities can make responsible and equitable choices within political and economic systems that serve their needs and preserve the planet. We connect people and organizations, support and build social movements and offer alternatives to those looking for solutions in their fight for social and environmental justice.

To this end we work in partnership with others in the Middle East, Africa, Asia and Latin America.  We focus on three impact areas: Civic Rights in a Digital Age; Gender Equality, Diversity and Inclusion; and Climate Justice. Hivos currently is in the process of developing a new strategic compass 2025-2028.

Hivos’ work is funded by a number of bilateral and multilateral donors, foundations and the Dutch public. While we have some funding from USAID for some of our work, Hivos would like to increase our understanding on USAID funding mechanisms and its preferred partners, to build on and expand Hivos portfolio with the donor.

Purpose/objective of the consultancy

The purpose of this consultancy is to provide an in-depth analysis of the USAID funding mechanisms and preferred partnerships for our business expansion at both regional and global levels.

Responsibilities of the consultant

The consultant shall work closely with the Hivos Business Development Unit required to deliver the following:

  1. A detailed overview of USAID decision making structure at country-level and global offices, with respective crucial contact persons

  2. A strategy to approach USAID key partners, including respective contact persons to initiate a discussion with for potential partnerships

  3. An overview of USAID key networking events/moments that Hivos needs to engage in

Key deliverables

  1. A detailed overview of USAID decision making structure at country-level and global offices, with respective crucial contact persons
  2. Comprehensive analysis and information on USAID preferred partners across Hivos regions
  3. Summary of key and relevant events (global and regional level) and recommendations for Hivos to engage in it.

Required skills and experience

  1. Demonstrable knowledge and understanding of USAID funding mechanisms, structure, policies, and procedures (proven track record)

  2. Strong network and access to USAID key partners both Global and regional (Latin America, Middle East and South and East Africa)

  3. Prior demonstrated experience in partnerships development/ management, fundraising and donor intelligence gathering

What we offer

This consultancy is for a period of 20 days between 15 June and 30 July 2024.
