We are seeking a Technical Manager to strengthen our Development and Construction team. This role will report to the Chief Technical Officer of CFM, is based in our Bogota office, and interfaces with all of CFM's divisions and offices.
The role requires a talented project manager and engineer with proven technical skills as well as managerial abilities to join the CFM Regional Office in Bogota, and to provide focused operational and technical support to projects and assets across all CFM jurisdictions in Central and South America.
The role is expected to have a focus on Climate Investor One projects (renewable energy); however, the Technical Manager will have the opportunity to also provide support on Climate Investor Two projects (water, waste, sanitation, and oceans).
The Technical Manager role will be responsible for:
- Technical advisory support to Projects (SPV’s) and Assets within the CFM Managed Funds: Climate Investor One (renewable power projects: wind, solar, hydro, and biomass) and Climate Investor Two (water, waste, sanitation and oceans projects).
- Risk identification and Reporting functions for the Technical workstreams on Projects and Assets within the CFM Managed Funds, acting as a “gatekeeper” for technical risks.
- Supporting Project Technical compliance within the CFM Managed Funds.
- Internal and external technical reporting.
- Supporting and maintaining Stakeholder Relationships of CFM and the Managed Funds.
- Assisting the Latin America Transaction Team and Regional Head with the technical and operational aspects of the projects/assets.
Responsibilities
TECHNICAL SUPPORT FOR TRANSACTIONS
- Track project progress to support the CFM Transaction teams.
- Prepare, update and manage technical due diligence for the development, construction, and operation of assets.
- Ensure that all inputs and assumptions required for a bankable financial model to be populated by the financial colleagues, advisors or shareholder staff are obtained.
- Prepare reports, updates and risk matrixes concerning project development and construction progress as needed.
- Assist Transaction Teams with investment proposals with technical, procedural and process inputs.
- Carry out site visits during development, construction, and operation, to monitor works and assess capabilities of the Lead Developers of the Assets.
- Assess, comment, review and propose improvements on all key contracts and in particular: PPA; Implementation Agreements; Land lease & easement agreements; EPC contracts; Equipment supply Agreements; Logistical supply and installation Agreements; Balance of Plant Agreements; Civil Works Agreements; Electrical works agreements and Operations and Maintenance Agreements.
TECHNICAL SUPPORT OF THE PROJECT
- Support guide and assist with technical, financial, legal and contractual work streams as agreed between CFM and the Asset Lead Developer and, where appropriate, with the support of SPV staff, advisers and partners.
- Together with the Asset Project Manager and/or Owners Engineer [OE], monitor and verify that construction budget, programme and quality is adhered to.
- Interrogate, scrutinize and assess the resource/output measurement[s] and assumptions and verify with the SPV, that a robust resource/output assessment forms the basis of the project final layout and production estimates.
- Formulate, assess, draft and assist with Roles and Responsibilities of partners and Key Personnel for various project phases.
- Together with Asset Project Manager and/or Owners Engineer [OE], monitor and verify that the EPC Contractor, OEM, Vendors and/or service providers meet all their contractual obligations and requirements.
- Monitor and verify together with SPV staff that advisor inputs are sound and meet standards.
- Where required and as necessary act as interface between Construction Project Manager and/or Owners Engineer [OE] and Shareholders.
- Manage, guide, assist and supervise SPV personnel or seconded personnel in their tasks concerning the project construction if required.
STAKEHOLDER RELATIONS
- Develop sound relationships with key project OEM's, Vendors, service providers, consultants, etc. Support and management of service providers & advisors as required.
- Assist and guide process to ensure sound landowner, stakeholder and community relationship[s].
- Support, guide and manage SPV personnel, where appropriate.
COMPLIANCE
- Assist and coordinate formulation and execution of policies for SPVs.
- Ensure project compliance with all health & safety, environmental, land, and permit requirements.
- Together with CFM E&S team, ensure that all environmental requirements as set out in the E&S plans are properly executed and applied.
- Together with CFM E&S team, ensure that all social, stakeholder, community and political engagement is implemented according to the various plans and strategies.
REPORTING
- Collect and interpret Project data from projects.
- Provide input to reports for informing company stakeholders both external and internal.
- Preparing appropriate responses to investor due diligence questionnaires.
- Together with the CFM technical team, innovate how to best monitor and respond to Project development, construction, and operation matters.
Qualifications & Experience

Required
- BSc Engineering degree – Civil, Electrical or Mechanical
- Relevant project management and/or development experience on renewable energy and or power infrastructure (e.g. wind, solar, hydro) and/or waste projects (e.g. Waste-to-Energy, anaerobic digestion)
- Not less than 8 years post-graduate experience within a project environment, including familiarity with construction and operation protocols
- A proven track record of stakeholder management
- Health and safety management experience
- Strong administrative skills
- Effective communication skills
- Negotiation skills and ability to influence
- A result-orientated person
- Directing/Ability to lead
- Prepared to travel
