The Intermediate Result (IR) 3 Technical Lead will be supporting the USAID-funded Civil Society Strengthening Activity (CSSA) in the Dominican Republic (DR), which aims to promote an enabling environment that supports effective citizen engagement on security issues, leading to an increased ability of at-risk communities to prevent crime and violence. The IR 3 Technical Lead will lead IR 3, which is focused on strengthening legal and policy frameworks related to crime and violence prevention through data-driven advocacy, multi-stakeholder coalition-building, and community participation. The IR Technical Lead will oversee and support foundational analyses, including formulation of a co-created civil society reform agenda and citizen security legal and policy analysis, as well as IR 3 activities that develop robust citizen security data for data-driven advocacy; support civic actors to plan and lead strategic advocacy campaigns; bolster multi-stakeholder networks and coalitions throughout the DR and regionally; enhance public awareness and support for citizen security initiatives; and strengthen accountability of local citizen security efforts. The IR 3 Technical Lead will ensure that civil society organizations (CSOs), local partners, and local staff are trained to increase citizen participation at the community and national levels to collectively conduct legal advocacy to influence the advancement of citizen security policies at the sub-national level for a crime and violence prevention transition toward holistic citizen security strategies aligned with democratic governance.
• Oversee and lead the development and implementation of IR 3 and related activities to strengthen legal and policy frameworks that support crime and violence prevention
• Manage the development, implementation, and monitoring of IR 3 and related activities in close alignment and coordination with activities across the project.
• Supervise or directly implement foundational analyses, including formulation of a co-created civil society reform agenda and citizen security legal and policy analysis.
• Design, facilitate, and/or provide direct capacity development services to local partners and local staff for a wide range of technical areas related to IR 3 and related activities, including but not limited to legislative engagement support, evidence-driven advocacy, and the creation of a civil society common agenda.
• Support and bolster multi-stakeholder networks and coalitions through network analyses, grants, technical assistance, and other processes.
• Ensure successful transition of technical leadership to local associate organizations.
• Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization, as per Pact’s capacity development overarching principles, approaches, and tools.
• Collaborate closely with other technical leads and manage the integration and coordination of technical contributions of other relevant consortium partners.
• Closely coordinate and collaborate with COP and other technical leads.
• Foster strong collaboration and coordination with the grants management team to integrate relevant technical elements into grants.
• Contribute to the Activity’s learning agenda, including through engagement with CSM-STAND's global MEL team and by actively participating in periodic Pause and Reflect sessions.
• Supervise and mentor technical staff working on IR 3.
• Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Bachelor’s degree and 8+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience, in a relevant field including political science, government, public policy, law, communications, journalism, or other relevant field.
Experience in public policy, civic engagement, advocacy, citizen security, democratic governance, community mobilization, or other relevant programming in DR, with preferred experience engaging organizations led by or serving marginalized groups (i.e. LGBTQI+ adults and youth, Dominicans of Haitian descent, Haitian and Venezuelan migrants, orphans, youth trafficked and smuggled, youth offenders, people with disabilities, and those living with HIV/AIDS).
Demonstrated experience in strengthening the technical capabilities related to advocacy, democratic governance, communications, and networking of civil society organizations of various levels of maturity.
Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive project environments.
Excellent facilitation, training, and mentoring skills in a variety of technical topics, with a particular emphasis on advocacy, democratic governance, communications, and networking.
Experience implementing technical assistance and training through a variety of modalities including online synchronous and asynchronous delivery.
Ability to develop and maintain strong relationships with civil society partners and other strategic stakeholders in government and private sector.
Proven ability to manage a team, set realistic priorities, and plan for the successful implementation of activities.
Strong written and oral communication skills, including presentations and preparations of written reports.
Proven program leadership, adaptive management, project planning, organizational, interpersonal, and communication skills.
Ability to frequently travel to project sites within country.
Fluency in Spanish (oral, writing and reading).
Working proficiency of English (oral, writing and reading).
Experience implementing USG-funded programs in the DR.
Solid understanding of the contemporary challenges and opportunities facing the civil society sector.
