Global Communities is seeking a Technical Advisor to join the Global Programs team. The Technical Advisor, Savings Groups and Women’s Empowerment Africa Region (TA), contributes to the quality and effectiveness of Global Communities’ programs in the region by leading the technical assistance efforts around the implementation of gender transformative technical approaches for women’s economic and social empowerment, including through Global Communities Women Empowered (WE) program which supports gender equality and women’s leadership and empowerment through women-led savings groups. The TA will provide technical assistance to project teams across the project life cycle in the areas of savings groups, women’s empowerment, gender equality, and social inclusion. The TA will also engage in new business development opportunities in the Africa Region and provide support for project design efforts.
Responsibilities
Responsibility Area: Technical Excellence Support
- Provides remote and in-person technical assistance on savings groups and women’s economic advancement to new and existing projects (for example through monthly calls and on-going email communication, supporting the development of plans, providing training to implementation teams, sharing key documents, standard operating procedures, tools and resources and conducting field visits), contributing to the development and implementation of evidence-based strategies and plans in relevant technical areas, including but not limited to:
- Savings group program expansion
- Inclusive livelihoods
- Constructive male engagement for women’s economic empowerment
- Youth savings groups
- Provides technical assistance and capacity strengthening to project counterparts through regular check ins; delivery of trainings including women’s economic empowerment support methodologies (such the savings and lending groups Women Empowered methodology, the male engagement Journeys of Transformation methodology, the Basic Business Skills training methodology, digital savings groups methodology, Life Skills training, among other), as well as training around facilitation skills and use of support platforms such SAVIX-MIS; review of project plans; and analysis of program data and reports
- Provides gender focused technical support, capacity strengthening, and accompaniment across Global Communities’ women’s economic empowerment programming by helping technical specialists and field program technical staff understand gender-transformative best practices and implementation approaches, including alignment with USAID’s 2023 Gender Equality and Women’s Empowerment Policy and other relevant policies.
- In collaboration with monitoring and evaluation leads, provide ongoing support to in-country WE-related monitoring and evaluation activities, including in the development, review and application of the WE monitoring and evaluation plans, studies, surveys, assessments, and evaluations (for example assisting with the development, review and application of the monitoring and evaluation plan, sharing templates or reference documents, reviewing draft reports, convening meetings with M&E HQ technical advisors if needed).
- Fosters organizational learning and oversee knowledge capture and management through data review workshops, identification of lessons learned workshops, program-to-program technical learning exchanges, creation of tool kits for future replication (including operational manuals, planning templates, facilitator guides, monitoring, and evaluation tools, among other, project documentation.)
- Leads or supports continuous improvement of WE standards, manuals and training materials based on global best practices and lessons learned in the field.
- In collaboration with Global Communities colleagues ensure that all women economic empowerment activities Do No Harm and adequately consider safe programming principles and risks of women’s empowerment and challenging existing norms and practices
- Leads the processes for recruitment and management of consultants to support project activities.
Responsibility Area: Positioning and Resource Mobilization
- Works with Strategic Growth and Partnership team (USG and non-USG), country and technical teams on positioning and lead development, writing and / or technical design of WE savings groups and women’s economic advancement proposals or components of proposals and project design processes.
- Leads or contributes to integration of gender equality, women’s empowerment, and economic advancement activities in project proposals in line with industry best practices and relevant US government policies (WEE Act and the 2023 GEWE Policy), ensuring they are built into development of assessments, strategies, activities, monitoring and evaluation plans, and implementation plans.
- Contributes to new business development and the expansion of WE and women’s social and economic empowerment programming through partnership identification, networking, presenting at relevant meetings with stakeholders, and other activities.
Responsibility Area: Thought Leadership and Organizational Visibility
- Provides content and writes technical briefs, blog posts and other communications materials that raise the visibility of Global Communities in women’s empowerment, women’s economic advancement and savings groups programming.
- Drafts, reviews, and edits technical content for completion of donor reports.
- Produces and disseminates high quality case studies, success stories, best practices and lessons learned that are supported with an evidence-base, beneficiary testimonials, impact/comparative data, and other relevant information.
- Participates in global and regional networks, working groups and other forums to promote Global Communities work and impact.
- Supports representation of Global Communities and Women Empowered to donors, other technical leaders, and external networks in the region.
POSITION SPECIAL RESPONSIBILITIES**:**
- Ability to travel (domestic and international) up to 20% per year, which may include high risk locations.
- Participate in Global Communities’ organizational initiatives.
- Promote a culture of excellence, inclusion, learning, support, diversity, and innovation.
Knowledge, Skills and Abilities
- In-depth understanding of best practices in women’s economic advancement, gender equality, gender-transformative programming, women’s economic advancement and familiarity with relevant United States government (USG) policies and strategies
- Demonstrated ability to integrate women's economic advancement, livelihoods and empowerment into projects and proposals including those funded by the USG.
- Excellent project management, organizational skills, detail-oriented, including ability to prioritize and manage multiple tasks independently.
- Strong writing and communication skills in English essential, including documentation of program results, case studies and marketing/positioning materials, funding proposals, and donor reports.
- Written and spoken Fluency in English (required)
- Foreign language fluency (French) a strong asset
- Strong time-management skills and ability to work to deadlines.
- Ability to work as an integral part of a team, taking guidance and input from a variety of staff.

Qualifications
- Undergraduate degree in related discipline and a minimum of four years of related work experience or a minimum of eight years of related work experience.
- The successful candidate will have direct experience in at least three of following areas: gender equality and social inclusion, economic capacity building, financial inclusion, income-generation, women’s leadership and collective action, inclusive livelihoods growth and partnership building.
- Experience providing direct project support and training to women’s economic advancement programs in the Africa Region, including experience with savings group programs, graduation programs, and financial capability.
- Experience in new business development supporting proposal development and project design.
- Experience in facilitating the development of manuals, documenting processes, and best practices.
- Experience or familiarity with US government grant proposal preparation and regulations preferred.
- Must have U.S. work authorization.

Location and Work Schedule
This selected candidate can be based in San Diego, CA; Silver Spring, MD; Tanzania, Ghana or Kenya. Candidates must be authorized to work in their preferred country without any restriction.
This role is on a hybrid/telework schedule. The selected candidate is expected to work at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.
Salary and Compensation
The estimated salary for this position is between $80,266 and 120,399. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is/is not eligible for allowances.
