FUNCTION:
The Supply Chain Facilitator is responsible for facilitating administrative and office work and logistics,
processing purchase orders and ensuring timely procurement and delivery of materials and equipment/tools
as needed for project implementation in Kampot, Kep, Kampong Som and Koh Kong Provinces.
RESPONSIBILITIES AND DELIVERABLES: (including approximate percentage effort)
Procurement and purchase support (50%):
• Prepare the supply chain and procurement plan in coordination with the project team.
• Review and verify purchase requisitions and orders to ensure compliance with procurement policies.
• Receive, examine and process requisitions and other documents related to the purchase of supplies,
materials, and equipment.
• Prepare, maintain, and review purchasing files, reports and price lists for the project.
• Work with the project team to make and analyze quotations and bids, and recommend the selection
of suppliers or vendors in compliance with procurement policies.
• Make purchase orders and ensure purchase and delivery of services and materials on time as
needed for project implementation.
• Check the supplies and materials to ensure orders and goods meet specifications.
• Prepare and process contracts or agreements with suppliers and vendors before purchase and
delivery.
• Make payment to suppliers and vendors according to the documentation of purchase orders and
verified invoices.
• Assist in processing contracts, agreements and other legal documents between Heifer Cambodia and
partner organizations, consultants, and government agencies for delivery of project activities.
Administrative and logistical support (30%):

• Provide overall administrative support to the project team as needed in compliance with policies and
procedures and accountability standards of Heifer and the donor.
• Maintain and update project files, including workplans and project progress reports.
• Arrange logistics for project meetings, trainings, and workshops.
• Prepare minutes and reports for all meetings and workshops of the project.
Support Finance Services (15%):
• Assist the project team in preparing the project budget plan.
• Support the project team to monitor budget expenses by reviewing and sharing the status of project
expense implementation according to the expense reports.
• Review and check the travel and allowance expenses and supporting documents of the project team
to ensure policy compliance before submission for approval.
May perform other job-related duties as assigned (5%)
QUALIFICATIONS AND SKILLS:
• Associate degree or diploma in Business Administration or supply chain management, with at least
one year of experience in handling administration, supply chain or accounting.
• Good knowledge on supply chains
• Proficiency with computers and any procurement and accounting system
ESSENTIAL COMPETENCIES:
• Demonstrated proficiency in Khmer, both spoken and written; proficiency in English is a plus
• Ability to meet and deal with others in a courteous and tactful manner
• Constant face-to-face, telephone and electronic communication with colleagues and the public
• Sound professionalism, and a positive attitude with the ability to demonstrate a high degree of
honesty and integrity
• Ability and willingness to work with a flexible schedule
• Willingness and ability to travel
