Responsibilities

Location: U.S. - Remote with a preference for EST-based candidates

Overall Function:

The Sub-Award Compliance Manager will administer a centralized sub-award management function within EDF’s Finance Department.  The Sub-Award Compliance Manager will play a key role in socializing policies and practices to support the effective and efficient administration of sub-awards throughout their life-cycle, from pre-award to close-out, focused on ensuring agreement with project terms and conditions, regulatory compliance, mitigation of business risk, and adherence to EDF policies and procedures.  The Manager will serve as a sub-awards subject matter expert and will assist with disseminating best practices throughout the organization.  On a day-to-day basis, the Sub-Award Compliance Manager will also oversee a portfolio of sub-awards, as identified by a number of factors, including but not limited to source/type of funding, significance of donor relationship, geographical area of operations, as well as emerging initiatives.

Reporting to the Director of Grant Contract Compliance, the Sub-Award Compliance Manager will cultivate, establish and maintain positive working relationships with internal and external clients globally, demonstrating sensitivity to—and respect for--diversity. This team member will establish priorities, working independently to meet tight timelines and model industry best practices.

Key Responsibilities:

• Manages the sub-award cycle for a defined portfolio from pre-award to close-out including the due diligence information gathering and risk mitigation processes; packaging of documents for funder proposal submission; agreement drafting and negotiation; performance and financial monitoring; and, overall administration and close-out based on donor/organizational regulations, policies, and procedures
• Ensures full compliance with donor regulations and EDF policies, including tracking compliance with internal sub-award monitoring protocols, oversight of compliance with donor terms and conditions, and resolution of disputes and resolving audit (financial and/or general performance) findings
• Leads capacity building of project and partner staff on standards, best practices and compliance issues related to sub-award management and monitoring
• Develops and manages a tracking system that provides information to key audiences (senior management as well as funders) about the sub-award program.
• Continuously refines administrative procedures for efficient sub-award management, including improving/fine-tuning sub-award templates and tools and streamlining the sub-award management process
• Coordinates with mission team colleagues to ensure that sub-awards align with the project’s programmatic objectives, are producing quality evaluations data and does not exceed budget allocations
• Identifies areas of significant risks and advises on critical sub-award management issues based on expert knowledge of organizational policy, donor regulations and specific award terms and conditions
• Maintains audit-ready award files
• Serves as primary point of contact for any needed dispute resolution with sub-awardees and contractors
• May occasionally provide general grants management support, as needed, as part of the broader compliance function within the Finance Department
• Participates in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values
• Additional responsibilities as assigned.

Minimum Qualifications

• Bachelor’s degree and at least six years of U.S. federal sub-award management experience and/or international program contract administration experience, preferably with at least one of those years in a compliance or finance role
• Advanced working knowledge of rules and regulations associated with various types of projects sponsored/funded by the US and/or other governments, multi-lateral organizations and private funders
• Strong financial and analytical skills; experience developing and analyzing budgets and financial reports
• Experience reviewing, drafting and troubleshooting various agreements and contracts
• Demonstrated capacity to think strategically, to lead and work within diverse teams, to work in multi-cultural settings and with a high degree of independence
• Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgrounds
• Strong interpersonal, communication, organizational, analytical, and leadership skills; high degree of customer service orientation

Preferred Qualifications

• Master’s Degree in Public Administration, International Affairs, Management, or related fields preferred

• Good command of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for US Federal Awards as well as multilateral institutions and foundations standard terms and conditions

• Excellent technical skills in writing, editing, formatting, research and negotiation

• Formal experience in conservation or international development sector

• Working familiarity with foundational principles of project management

USD $92,000.00/Yr.

Maximum Salary

USD $102,000.00/Yr.
