Program/ Department Summary
Mercy Corps has been present in Jordan since 2002, focusing its interventions on social stability including infrastructure projects, water and energy, economic development and employment and children and Youth empowerment. With funding from USAID, DFID, GAC (former DFATD), ECHO, EC, UNICEF, and others Mercy Corps has been able to work together with over 200 communities in Jordan to respond to priority needs. Mercy Corps has grown significantly in 2012 in response to the Syrian refugee crisis and expects continued growth in 2017.
General Position Summary
Working in the Finance Department under the direction of the Finance Director, the Finance Manager will have primary responsibility for overseeing the accounting operations of Mercy Corps Jordan. The Finance Manager will ensure the accuracy and completeness of Mercy Corps accounting records and will primarily assist in managing the monthly accounting cycle for the program and maintain proper filing and tracking systems. S/he will also be responsible for overseeing, ensuring and facilitating the compliance of programs with donor regulations and for all aspects of financial management of the program, including financial transactions review, payments and banking, budgeting, financial reporting, grant financial management and compliance with Mercy Corps internal policies and procedures as well as donor regulations. The Finance Manager, in support of the Program Department, provides timely reports and assistance to the Program team to ensure that financial resources are used efficiently and effectively.
Essential Job Responsibilities
Operations-Financial:
● Oversee month-end accounting close process, ensuring accuracy and completeness of the ledgers and all supporting documentation in all country offices (coding, approval, uploading…).
● Ensure proper calculation and on-time payments of payroll, benefits and taxes
● Provide financial review for procurement and payment documents
● Approve and post transactions in the accounting system (Payment, payroll, reconciliation…)
● Oversee bank account management: bank accounts opening and maintenance, authorized signatures, cash balance.
● Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.
● Provide monthly management reports to the Program Managers, including expenditures by cost center/project and other financial information, in a timely and accurate manner.
● Prepare and review budget for new projects or amendments in close coordination with the Program Managers, Director of Programs and Finance Directors.
Team Management
● Develop the capacity of the team, deepen understanding of their roles and assist with career development.
● Assist team members with information, tools and resources to improve performance & reach objectives.
● Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.

ACCOUNTABILITY
REPORTS DIRECTLY TO: Finance Lead
WORKS DIRECTLY WITH: HQ Regional Finance Officer (with authority for technical financial matters); members of Operations and HR, Subgrants Compliance and Capacity Building team, Program and Project Managers, TSU team members, and others
KNOWLEDGE AND EXPERIENCE:
• BA/S or equivalent in accounting or finance required.
• 9 years of progressive financial management experience, including supervisory experience required.
• 9 years of experience with US, EU donors in grants management, financial management and reporting, audit process, and rules and regulations required.
• Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
• Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables, and balance sheet.
• Experience managing sub-grants to international and local agencies under USAID, EC and other donor funded programs is required.
• Ability to work in a collaborative spirit with other departments, in particular Procurement and Programs, to effectively implement projects while staying compliant with donor and Mercy Corps regulations.
• Advanced computer skills in MS Office programs, particularly Excel.
• Effective verbal and written communication, multi-tasking, organizational and prioritization skills. • Excellent oral and written English skills required.
• Previous experience in insecure environments.

The position is based in Amman, Jordan .The country is currently going through an important economic crisis that has some effect on the living conditions, access to basic services and infrastructure.
