Description
Itad is seeking an expert for a Social Safeguards Officer for a third party monitoring program in Yemen funded by the World Bank called the Yemen Portfolio Monitoring Agent Project. This role is contingent on Itad winning the award of the Yemen Portfolio Monitoring Agent project.
The Yemen Resilience, Recovery, and Reconstruction Umbrella Trust Fund (Yemen Fund), established by the World Bank in May 2022, aims to address Yemen’s most pressing resilience, recovery, and reconstruction needs. The Fund finances critical interventions in basic service delivery, economic opportunity, and green reconstruction with a strong emphasis on fiduciary integrity, social inclusion, and compliance with Environmental and Social Framework (ESF) requirements. Due to the complex context of Yemen, the World Bank engages Third-Party Monitoring Agents (TPMAs) to verify results, provide oversight, and flag implementation risks.
This position will provide expertise on the Yemen Portfolio Monitoring Agent team related to social safeguards to ensure rigorous oversight of social development and safeguard dimensions of the Fund’s activities.
Qualification Requirements
Illustrative Responsibilities
Conduct independent social assessment and verification of project activities funded under the Yemen Fund.
Ensure compliance with World Bank Environmental and Social Framework (ESF), particularly social safeguards requirements, including SEA/SH.
Identify, analyze, and report social risks, red flags, and mitigation measures adopted by Implementing Agencies.
Support capacity building of local partners and existing TPMAs in social safeguards assessment and risk mitigation.
Provide analytical input into the centralized monitoring system, facilitating evidence-based decision-making across the Yemen portfolio.
Conduct desk-based reviews and analysis of project documents, progress reports, and monitoring data from implementing partners.
Assess compliance with World Bank Social Safeguard Policies, including community engagement, grievance redress mechanisms (GRMs), inclusion, and risk mitigation.
Provide inputs to periodic monitoring reports summarizing social risks, safeguards performance, and outcomes achieved.
Flag potential or emerging social and conflict-related risks, propose mitigation strategies, and track the responsiveness of Implementing Agencies.
Assist in the capacity-building efforts for Third-Party Monitoring Agents and government partners on safeguards policies and methodologies.
Liaise with World Bank task teams, TPMAs, and relevant stakeholders to ensure alignment and consistency of reporting and risk management practices.
Provide recommendations to improve inclusiveness, accountability, and community engagement in Bank-financed operations.
