Shadow Report Support Consultant

Fòs Feminista is as an intersectional feminist organization centered around the sexual and reproductive rights and needs of women, girls, and gender-diverse people. Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. As the connecting fabric of this alliance, Fòs Feminista orchestrates transnational and transregional action, amplifies partners’ work, and promotes South-South learning and collaboration toward achieving common objectives.  Together with our partners, we provide access to sexual and reproductive health care, including contraception, abortion, and care for victims of gender-based violence, and we reach young people with comprehensive sexuality education. We recognize that the ability of women, girls, and gender-diverse people to make free and informed choices about sexual and reproductive lives, including to access safe and legal abortion, is central to their life plans and to achieving gender and reproductive justice.

Background:  The Montevideo Consensus on Population and Development in Latin America and the Caribbean[1], is still in force and continues being the most advanced and comprehensive document of agreements on population and development, human rights and specifically sexual and reproductive rights. It is a fundamental piece in the review process of the PoA Cairo ICPD+30, which operates as a roadmap for the advancement of the agenda. Within the framework of the 10th anniversary of the Montevideo Consensus the countries will present this year, their voluntary national reports, to show the progress made in the implementation of this progressive agenda in the area of human rights. Some governments may not present a report (as they are not mandatory) or may not make it available to the civil society to add their own observations. In this case, organizations may create shadow reports as an important source of information regarding matters that should be brought to light.

Fòs Feminista has identified the need to ensure that the voices and experiences of intersectional feminist organizations are heard and valued in international human rights processes through the development and presentation of alternative reports that highlight the remaining gaps for women, girls and individuals of diverse gender and its different intersections.  On this basis, Fòs Feminista is developing an initiative to accompany organizations in Latin America and the Caribbean to engage in the monitoring and accountability for the implementation of the Montevideo consensus.  We therefore seek the support of an external consultant to support the entire process.

Purpose:  The consultant will coordinate and support the collection of data, data analysis, and creation of shadow reports that document the progress and gaps in delivering sexual and reproductive health, rights, and justice commitments in the Montevideo Consensus, as part of the 10th year anniversary.

Specific task includes:

1. Develop an operational plan for the overall coordination of the shadow reporting process in 25 countries in Latin America and the Caribbean in collaboration with country leads and Fòs Feminista team members.
2. Lead the adaptation of the ECLAC national reporting template of the Montevideo consensus to focus on SRHR commitments and develop a simplified format for reporting by the country leads/partners.
3. Develop data collection methodology and process to be used in the development of the Shadow Report with Fòs Feminista team members.
4. In collaboration with Fòs Feminista team and the project advisory, provide orientation to country leads/partners on the methodology and tools to be used in development of the Shadow Report.
5. Work with country leads/partners to provide key information (policy, guidelines, reports, etc.) to support the update of the MQTM platform with the team and consultants.
6. Conduct transnational analysis of shadow reports to identify sub-regional and regional progress and gaps.
7. Support Afro-descendants, Indigenous, Disability, Adolescent and Young People led organizations in the development of transnational analysis (5 countries per community), highlighting progress and gaps in meeting the Montevideo Consensus commitments for marginalized and excluded communities.
8. Prepare transnational analysis on key SRHRJ themes, such as Comprehensive Sexuality Education and Access to Safe Abortion, highlight regional and sub-regional progress and gaps.
9. Serve as the focal technical point for country leads/partners for data collection and reporting processes.
10. Monitor the data collection process implemented by country leads/partners and ensure submission of deliverables by agreed timelines.
11. Document and report on progress, challenges, and lessons learnt in accompanying country partners in the development of the Shadow Report.
12. In collaboration with Global Advocacy for Change team develop policy recommendations to be used by partners in advocacy and social accountability for the Montevideo Consensus 10th year anniversary and the upcoming ICPD+30 regional and global processes.
13. In collaboration with the Communication teams develop different communication products to support advocacy and social accountability by the team and partners.
14. Subject to funding availability, travel and participate in in-person meeting related to the Montevideo Consensus 10th year anniversary or/and the ICPD+30 meetings.

Expected Outputs:

• Detailed implementation plans for the project (workplan).
• Shadow report methodology and data collection tools and templates.
• Orientation presentation for country leads
• At least 6 transnational reports based on geographies, populations/communities; and/or themes. Scope and formats of these report will be jointly decided with Fòs Feminista.
• Monthly progress status report (maximum 1-2 page).
• Final report outlining the achievements, challenges, and lessons learnt (maximum of 4 pages).

Duration:  The consultancy will be executed from May – September 2023.

Location: The location of this position is remote, and preference will be given to applicants based in the Latin America and the Caribbean.

Qualification, professional experience, and skills required.

• Master of Public Health, Public Policy, or equivalent degree and at least 3-5-years of experience in research, public health, human rights, or a related field.
• Background or demonstrated interest in social justice, intersectional feminism, sexual and reproductive health and rights, human rights, and/or public health.
• Excellent qualitative and quantitative and research and analytical skills.
• Experience in monitoring legislative, policy, and budgetary frameworks for sexual and reproductive health.
• Passion for data; ability to translate complex research into effective advocacy messages that target stakeholders.
• Exceptional attention to detail and ability to manage multiple projects at once with competing deadlines.
• Excellent written and oral communication skills.
• Demonstrated ability to work independently, organize work, set priorities, manage competing demands, and maintain a positive attitude.
• Broad working knowledge of and commitment to women’s and LGBTQI+ rights, sexual and reproductive health and rights, social justice, HIV and AIDS, non-discrimination, and human rights.
• Ability to speak and write about intersectional and decolonial feminisms, global policies, and sexual and reproductive justice for a general audience.
• Demonstrated commitment to anti-racism and challenging other forms of oppression, including to a process of self-reflection and transformation around implicit bias.
• Flexibility and willingness to work virtually with a diverse and multicultural team.
• Committed to feminist values and beliefs in sharing power and creating space for everyone to lead.
• Experience working with feminist and women’s rights organization in the Latin America and Caribbean region.
• Ability to work in English and Spanish is required. Proficiency in any other Fòs Feminist Language (French, and Portuguese) desired.
• Commitment to Fòs Feminista’s mission and values.
