Senior Researcher, Public Banks and Development
E3G is recruiting for a Senior Researcher position that will contribute to E3G’s work on redirecting finance and investment to deliver sustainable and inclusive development, focusing on the role of public banks like the World Bank and supporting the drive for reform of the International Financial Architecture (IFA).
The preference is for this post to be based in London. However, Brussels could also be considered for exceptional candidates.

The role
The Public Banks and Development team leads E3G’s work on development finance and engagement with multilateral development banks (MDBs) and international financial institutions (IFIs). It aims to ensure that the mobilisation of development finance and bilateral and multilateral public climate finance helps the world accelerate global climate action. It leads E3G work on the design and effectiveness of public banks, as well as engagement with development ministries and on the politics of climate finance.
This role will bring strong analytical, data and financial modelling skills to underpin the policy and political engagement of the Public Banks and Development team and E3G’s wider work on international financial architecture reform. The role will have a particular focus on undertaking research and analysis on development finance institutions of all shapes and sizes, with a particular focus on understanding how financing needs can be met through specific interventions.
While primarily supporting E3G’s Public Banks and Development programme, the role will also provide quantitative and qualitative research which underpins the wider drive for IFA reform, including topics such as international taxation, debt sustainability and domestic resource mobilisation. There will be opportunities to engage with the staff of the International Financial Institutions (IFIs) and to have exposure to other E3G work programmes, such as climate diplomacy and clean economy.
Key Responsibilities
Leading E3G’s quantitative analysis of climate finance needs and delivery, drawing on
primary and secondary research and analysis, to support E3G’s Public Banks and Development Programme and work on IFA reform.
Helping to inform how international support instruments, in particular through public banks like MDBs, Regional Development Banks (RDBs), National Development Banks (NDBs) and other Development Finance Institutions (DFIs), can most effectively mobilise finance to accelerate the transition towards a climate-safe world.
Producing internal and external communications materials in collaboration with internal/external stakeholders, e.g., E3G policy briefings, reports, social media content and undertaking wider analysis.
Coordinating with other E3G teams in order to disseminate key research findings and raise awareness of the research work across E3G.
Monitor and analyse changes at MDBs and other Public Banks and provide updates to wider relevant E3G staff, as well as to external stakeholders.
Perform administrative support activities to facilitate internal/external engagement efforts.
Develop new areas of interest/future E3G work around public banks and international public finance.
Building relationships with other organisations undertaking similar analytical work.
Any other reasonable management request.
Experience and skills
The candidate should have an established track record of conducting quantitative and qualitative analysis related to climate and/or development finance. Experience creating data visualisations and experience with analysis of public banks would be an advantage.
They should be able to demonstrate a high level of initiative and be positive, organised, resilient and able to deliver high quality work on time.
They should demonstrate attention to detail combined with the ability to analyse complex information to create high-level summaries.
An undergraduate degree, and ideally a post graduate degree, in a relevant discipline where possible. This could include politics, social sciences, economics, finance, climate change, environment or international relations.
Relevant professional experience and track record in a relevant setting e.g., political, policy or research in government or international institution, civil society, think tank or research institute.
A good working understanding of the implications of the low carbon transition on the finance sector and of the role of finance in sustainable development. Knowledge or experience in the public bank and international public finance policy landscape and decision-making processes would be an advantage.
Experience of advocating for solutions, and of communicating using a range of different media, e.g. reports, blogs, press, social media.
Very strong written and spoken communication skills and impeccable written and spoken English. Other languages would be an advantage.
The salary range for the Senior Researcher role in London is £40,500 - £44,675 per annum. The range for Brussels is €3,161 - €3,556 per month. Salaries will be based on experience and qualifications.
