About the opportunity
SWCA Environmental Consultants is actively seeking a Senior Project Manager – Environmental Planning with strong interpersonal skills and experience in project permitting to join our team and primarily support renewable energy and infrastructure development projects. Projects will be located throughout the Southwest, including Arizona and Nevada.
This individual will work with an interdisciplinary company-wide team to successfully drive all phases of project development, from early planning and permitting through construction. The ideal candidate will possess extensive environmental consulting and project management experience, preferably with specific knowledge of renewable energy generation and transmission. SWCA is looking for the right candidate to take on existing and future projects and help build our presence throughout the region. The position will be based out of any of our offices in Arizona (Tucson, Flagstaff, or Phoenix) and may be remote for the right candidate. This is a regular (with benefits), salaried, full-time position.

What you will accomplish
- Oversee large, multi-year, multi-disciplinary development projects.
- Develop and manage project budgets.
- Lead, oversee, and execute the management of permitting efforts for environmental permitting projects of all sizes and levels of complexity.
- Work closely with project teams to navigate permitting challenges and meet client needs.
- Take initiative and resolve issues to assure client needs are met effectively.
- Lead and advise on all aspects of project implementation, including the development of permitting strategies, provide QA/QC of work processes and deliverables, and lead teams completing technical studies that support permitting efforts.
- Manage projects that include land use planning studies, NEPA compliance, biological resource assessments and constraints analyses, state and federal Endangered Species Act consultations, Clean Water Act Section 404 and Section 401 permitting, state-level siting permits, and cultural resources studies.
- Supervise, mentor, and provide project technical support to junior staff.
- Lead project opportunity pursuits, primarily within utility, transmission, and renewable energy markets.
- Work closely with SWCA’s resource scientists, environmental planners, project managers, and directors throughout the company to promote SWCA’s business interests in adherence to its mission, vision, and values.
Experience and qualifications for success
- Minimum of a bachelor’s degree in planning, biology, environmental science, natural resource management, archaeology, anthropology, geology or other related field required.
- A minimum of ten (10) years of natural resources consulting experience required on a variety of project types and sizes, regions, and agencies. (Individuals with between 7 and 10 years of relevant industry experience are also strongly encouraged to apply.)
- A minimum of four (4) years environmental planning project management experience for large infrastructure development (e.g., transportation, transmission, renewable energy, mining), including development and implementation of budgets, schedules, and scopes of work.
- Experience managing multiple large, complex projects to meet milestones within schedule and budget expectations and meeting quality assurance, quality control (QA/QC) oversight.
- Demonstrated experience working with state and federal agencies such as the US Fish and Wildlife Service, Bureau of Land Management (BLM), U.S. Forest Service, state wildlife agencies, U.S. Army Corps of Engineers, and the Federal Energy Regulatory Commission (FERC).
- Demonstrated experience as a primary report author for clients and agencies in an environmental resource consulting context for a variety of project types, sizes, and agencies.
Preferred qualifications:
- Master’s degree in environmental planning, environmental science, or another planning or science-related field.
- Experience managing environmental permitting for large scale transmission line projects.
- Technical expertise and experience in energy facility siting and constraints studies, permitting, National Environmental Policy Act (NEPA) compliance, and agency interactions at all levels.

An employee in this Arizona based position can expect a salary of $90,480.00/year to $120,640.00/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
