Position Purpose
A versatile position within a dynamic nonprofit that provides community-inspired, volunteer-powered disaster relief. The position is full-time and is responsible for providing construction support and management advice to the Project Manager.

Essential Functions
- Oversee implementation of construction projects across program operations as well as support the Project Manager(s) reviewing the quality control of the construction sites.
- Provide support, training and guidance to the Project Managers(s) on work queue, the scope of work, domestic construction techniques, material procurement, onsite volunteer engagement, worksite management, and team management.
- Provide support, training and guidance to Project Manager(s) on timeline and budget looking strategies to maintain or reduce them.
- Assess project deliverables for constructability to provide input that will enable efficient construction or flag potential risks.
- Manage the on-the-ground transition/ development between the PDT (Program Development Team) and the Construction Program Team helping to make the transition as smooth as possible.
- Oversee, develop, and implement the Site Supervisor and Site Supervisor Training Program.
- Standardize, develop, and manage our project management systems including timelines, estimates, assessment documents, recovery tracking spreadsheets, Asana, and creating SOPs to develop best construction practices.
- Ensure all construction designs meet standards and advocate for best practices in coordination with manager
- Ensure construction techniques are in compliance with building codes and other legal requirements as well as implement and train on construction safety standards
- Assist program team(s) in identifying on site efficiencies and inefficiencies during key construction phases.
- Assist Project Managers in defining special program resources on an as-needed basis, including new vendors, technical expertise, permitting information, etc.
- Research, develop and define resiliency techniques & standards for US Recovery and International Recovery on a project-by-project basis.
- Provide/ facilitate training & professional development opportunities for all field staff as needed and available.
- Provide in-person support for project development, field staff development, and general program operations as needed.
- Ensure all Project Managers are consistently prepared to accommodate the top range of the program Volunteer Request.
- Ensure all Project Managers are consistently meeting program deliverables.
- Coordinate with the Senior Construction Manager to ensure technical proficiency and support across all US Recovery and International Recovery programs.
- Coordinate with the safety and security lead to standardize, develop, and ensure safety standards across all US Recovery and International Recovery programs.
- Collaborate with the Recovery Manager to define/ revise eligibility and vulnerability criteria, job descriptions, and general field standards on each program.
- Financial responsibilities include the operating budget for the associated department.
- We understand vaccination is the best way to protect our beneficiaries, community members, staff and volunteers. Therefore, we require all staff members working in in-person environments (including program staff, office staff, team meetings and program visits) to be fully vaccinated against COVID-19. Subject to applicable guidance, the term fully vaccinated currently refers to when an individual has received all recommended Covid-19 vaccines, including any booster dose(s) when eligible.
- Perform other duties as required
- Works directly with our implementing partner, Save Ukraine Foundation, to support grant delivery within Ukraine.
- Supports the creation and execution of a detailed project plan for the construction of at least 25 transitional shelters and the the development of a detailed project plan to provide apartment housing for 122 families over two years, for consideration by the program funder.
- Develops and facilitates all necessary reporting throughout the program, including progress and financial reports.
- Works to increase capacity for impact at SUF through the development of supporting documents, systems and processes across project management, financial reporting, and grants management.
- Oversees and supports the independent audit of at least 20% of the units completed.
- Support Save Ukraine Foundation and contractors identifying on site efficiencies and inefficiencies during key construction phases.
- Supports the development of budgets and construction timelines for the program
- Responsible for delivering ongoing support and advice to Save Ukraine Foundation when needed. The requirement is not to be an expert in all subjects, but to be able to facilitate questions and identify the appropriate resources to support.
Position Requirements
- Education Bachelor's degree in Architecture, Civil/Structural Engineering, or equivalent technical related field.
- Related Experience 1+ years experience working for All Hands and Hearts, or another disaster relief organization. 5+ years professional construction experience. Experience in construction project management.
- Special Competencies/Certifications Good written and oral communication skills and confident working with Google Workspace, particularly Google Docs and Google Sheets Must be confident working with design software such as AutoCAD and Microsoft Office, specifically including MS Project. Applicants need to be well organized and have a flexible approach to managing multiple tasks and prioritizing them appropriately. Strong leadership skills with a proactive approach to identifying and solving problems. The individual is able to manage a large workload and perform in a fast-paced environment. Familiarity with international humanitarian standards including Sphere and HAP. Must have a valid driver’s license.
