Senior Program Officer for MEL

The Solidarity Center is seeking an experienced Senior Program Officer for Monitoring, Evaluation and Learning (MEL) based in Colombo, Sri Lanka. This individual will report to and work closely with the Country Program Director (CPD) on advocacy, research, and activism projects to strengthen trade unions and promote workers’ rights, with specific responsibility for MEL activities for the Sri Lanka office with programs in India and Maldives. This position also will have program management and implementation responsibility for a small grant, and will supervise other staff in Sri Lanka.

Responsibilities:

  • Serve as key M&E liaison for Solidarity Center’s Sri Lanka office with the Asia region, Washington headquarters (HQ), and local partners.
  • Draft grant proposals, concept papers, program reports, and other funding documents.
  • Engage with program staff in developing and implementing MEL plans
  • Develop systems for collecting data and measuring progress that are consistent with the technical approach in the proposal and/or work plan.
  • Collect data from program staff, ensuring that field data is accurate, compliant with funder and organizational requirements.
  • Engage with program staff to identify program outcomes and methods to capture and report on impact.
  • Review and provide feedback on M&E data reports and support quantitative analysis and visualization of data with an eye for highlighting results and impact.
  • Contribute to the dissemination and utilization of program data and results to inform implementation and organizational learning.
  • Coordinate one of the key projects in Sri Lanka and supervise its program staff.
  • Design and conduct training for program staff and partners in the Asia region.
  • Contribute to the development of organizational technical resources/tool kits.
  • Conduct research projects to assist the CPD and trade union partners in developing materials for educational, consulting, and organizing programs supported by Solidarity Center.
  • Other tasks as assigned by the Country Program Director.

Requirements:

  • Bachelor’s degree in social science, human rights, international relations, or related field.
  • At least 5 years of professional experience, preferably in designing M&E frameworks and developing MEL resources and plans for labor/social justice/human rights/civil society programs and providing training and guidance to program teams and partners.
  • Experience in designing and delivering in-person and on-line M&E workshops.
  • Experience working with trade unions and previous experience working in an international organization is an added advantage.
  • Knowledge of programs related to worker and human rights, civil society strengthening, equality and inclusion, labor migration and human trafficking, safety and health, trade union strengthening, and/or the informal economy.
  • Familiarity with paper and mobile data collection, and cloud-based data management, analysis, and visualization.
  • Demonstrated ability to use qualitative and quantitative data and findings to inform programs and knowledge management.
  • Excellent interpersonal skills, including the ability to interact and collaborate with host country-based and HQ staff, donors, and partners, from diverse backgrounds.
  • Strong analytical, critical thinking and problem-solving skills.
  • Fluency in English, including excellent writing skills to draft clear and concise documents and/or guidelines, and strong oral communication skills to effectively present information, respond to inquiries, and conduct training.
  • Fluency in Sinhala or Tamil language.
  • Willingness and ability to travel (20-30%), both within Sri Lanka and overseas, to conduct training or assessments or participate in program monitoring and evaluation.

The Solidarity Center offers competitive salaries based on experience and generous benefits but will not provide housing or a relocation allowance for this job and cannot guarantee a work permit for foreign nationals. This position is intended for a local hire in Sri Lanka.
