Global Communities is seeking a Senior Program Manager to join the Humanitarian Assistance team in North East Syria (NES). The Senior Program Manager oversees programming strategy development, daily program operations, coordination, and representation for a multi-sectoral program in Northeast Syria (NES), providing protection programming and food security activities and supporting community protection and resilience. The Senior Program Manager is responsible for the direct management of program staff and programs in NES, oversight of support departments in coordination with relevant directors, ensuring accountable and compliant implementation, and revising the implementation and program approach standard operating procedures as needed.
The Senior Program Manager will also be responsible for the daily management and oversight of the NES offices and all associated operations, as well as all technical and operational aspects of CHF’s humanitarian programming in NES. Operations are ongoing but in a complex and fluid environment that requires the skills of an experienced, dynamic, and proactive humanitarian responder that has tangible experience responding to emergency needs in a conflict setting and can work independently with minimum management oversight.
Responsibilities
Management
- In collaboration with the Program Director, oversee the development and updating and implementation of the NES program strategy.
- Manage a team of technical FSL and Protection Managers, and approximately 60 indirect reports.
- Provide mentorship and support to direct staff to build capacity, through daily communication and regular mentoring and guidance.
- Promote and support staff care and well-being, including interventions where needed.
- Manage the direct implementation of protection and FSL activities.
- Ensure activities run according to best practices and are appropriate for the context, in line with minimum standards and humanitarian principles.
- Revise standard operating procedures as needed based on accountability and humanitarian principles, good practices and lessons learned.
- Oversee program budgets and expenditures, ensuring that programs are implemented on-budget and on-schedule.
- Conduct regular monitoring of activities and ensure quality of services and minimum standards, through completing monitoring reports and providing regular feedback to the staff.
- Maintain comprehensive implementation records and ensure implementation is systematized and follows existing standard operating procedures.
- Compile and review reports as required by the donor, capturing activities’ progress, lessons learned, community needs and reconcile against activities planned and quality standards.
- Coordinate with M&E, security, finance, logistics, and other relevant department to ensure activities are implemented smoothly and without adding risk to beneficiaries or staff.
- Work with Program and M&E Managers to identify and respond to any acute programming challenges or shifts in programming.
- Support and strengthen country office procedures and policies as necessary for effective program implementation.
Technical
- Identify priority needs through desk reviews and leading needs assessments.
- Ensure quality information management and confidentiality of beneficiary information.
- Actively engage with the relevant coordination groups to ensure programming aligns with the priorities of the humanitarian response and initiatives.
- Coordinate and provide inputs on business development opportunities to expand the NES portfolio through drafting of technical components and budget design.
- Promote a multi-sectoral response through coordination and integration of relevant sectors within Global Communities.
- Strengthen the integration of Safeguarding, Protection Mainstreaming, and Gender, Age, & Social Inclusion (GASI) best practices into Global Communities policies and programming across departments and programs.
NES Offices Management
- Day to day management of the main office and established satellite offices within the area of operations (AO)
- Day to day management of all staff in the AO ensuring that staffing is appropriate to the needs of the program response as well the safety and security of all staff working on the mission.
- Facilitate weekly Senior Management meetings with head of departments/programs.
- Facilitate monthly grant review meetings and weekly inter-departmental meeting to discuss inter-departmental issues and ad hoc needs and requests specifically related to procurement, budgeting, movement, compliance, recruitment, and program implementation.
Representation
- Represent the organization at relevant cluster/sector working group meetings as appropriate.
- Represent the organization at donor meetings and maintain close relationships with donors through dependability and quick response to donor requests and questions.
- Build the organization’s profile by contributing to regional and global technical discussions, promoting Global Communities-developed tools and guidance, and identifying and publishing key success stories.
- Representation to relevant local authorities, government officials, and administrative departments as required and appropriate inside Syria and Iraq.
- Proactive representation and coordination with other humanitarian NGOs, including the NES Forum, INSO, Clusters and any other Ad Hoc group as required to manage the coordinated response in NES.
- All other job-related duties as assigned by supervisor.
POSITION SPECIAL RESPONSIBILITIES**:**
- Up to 25% travel within Syria, Iraq and possible other locations ranging from one to six weeks.
- Supervision responsibilities.
- May be required to attend meetings outside of normal business hours, i.e., evenings and weekends.

Knowledge, Skills and Abilities
- Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
- Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
- Exemplary time management and multi-tasking skills necessary to meet deadlines and coordinate multiple projects.
- Commitment to the Humanitarian principles and Do No Harm.
- Strong attention to detail and ability to prioritize in a fast-paced environment.
- Computer literacy, excellent knowledge of word processing, excel and PowerPoint is required. Experience working with remote management software and communication tools.
- Ability and willingness to travel (up to 25%) to difficult and challenging environments.
- Fluency in English, working knowledge of Arabic highly desirable.

Qualifications
- Undergraduate degree in a related discipline and a minimum of 6 years of related work experience or a minimum of 10 years of related work experience.
- At least four of which are specifically focused on program management.
- A minimum of 3 years’ prior experience working in emergency, conflict, post-conflict, or post-disaster settings.
- Previous experience working in remote management is considered an asset.
- Experience in USAID rules and regulations; prior experience working on USAID (incl BHA) funded programs preferred, a strong understanding of USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) desirable.
- Prior experience in the MENA region desirable.
- Experience in capacity building of host country staff in programmatic, leadership and management skills.
- Leadership and management skills to organize and enable team-based, collaborative work approaches across global locations and teams.
The salary for this position is 78,705 to 145,604. Salary is based on several factors including qualifications, experience, and internal equity.
