Senior Program and Compliance Manager.

FUNCTION:
The Senior Project and Compliance Manager will provide management and compliance support to two (2) new USAID contracted projects in Haiti. He/she will work closely with the Haiti and Americas Teams and will serve as key support to facilitate project start up and implementation. He/she will coordinate with project staff, Country Program staff, and other relevant HQ support divisions to ensure smooth start up and technical implementation. He/she will provide assistance to other active projects as needed and participate in new business development efforts. The Senior Project and Compliance Manager will report to the Senior Country Director.

RESPONSIBILITIES & DELIVERABLES:
- Project Management (80%)
- Supports 2 contracted USAID project implementation including recruitment of technical staff, procurement, and contractual compliance.
- Serves as the main technical support for the Country Program in its relationship with the prime contractor.
- Ensures efficient communication among project teams, deliverable quality, and contractual compliance.
- Work with the financial team to monitor monthly financial performance in accordance with corporate and contract requirements, providing inputs to financial forecasting and analysis, and preparing budget realignments and reconciliations to ensure financial goals are achieved.
- Work closely with DCOP to develop and execute project workplans.
- Ensures contract compliance by implementing established operational procedures, practices, and policies, engaging other units as necessary and appropriate to resolve challenges throughout implementation. Identifies gaps in compliance and develops plans to address them in line with organizational policies and procedures.
- Contribute to technical assistance through reviews, engaging in work planning and discussions with the field team, etc.,
- Provide technical support and input into project reporting deliverables including annual and quarterly reports, project-level analyses, and other deliverables as needed on the project.
- Liaise with other internal departments such as analytics and monitoring, evaluation, research, and learning to monitor project activities’ support to Heifer’s 2030 goals.
- Work with appropriate units at HQ and Country Program to support project procurement processes ensuring all documentation is complete, on file, and meets quality standards.
- Supervise project staff. Manage and evaluate staff performance in alignment with Heifer’s performance cycle to ensure project impact.
- Lead the development of templates and guides for procurement/grants team and/or partner firms to support improvements in the procurement and subcontracting process.
- Work with the Finance and MEL teams to prepare monthly, quarterly, and annual, progress reports (financial and programmatic) in compliance with Heifer and donor requirements.
- Provides regularly updates on project implementation.
- Provides support to additional donors funded projects as needed.
2. Business Development (10%)
- Support the planning and development of new donors funded initiatives for the Country Program.
- Serve with others on live opportunities and during capture phase. These roles could include recruitment, pricing, subcontract negotiation, technical writing, and/or strategy and design based on experience and interest.
- Mentor and build capacity of junior staff to enhance their business development skills.
3. Other (10%)
- Other duties as assigned by supervisor based on organizational need and availability.
Minimum Requirements:
- A minimum of 10 years project management experience in international development
- Deep knowledge of contract management for USAID and other bilateral/multilateral donors (GEF, WB, GCF, etc.).
- Bachelor’s degree in a relevant field.
- Experience developing workflows and procedures to improve efficiency.
Preferred Requirements:
- Master’s degree a plus.
- Experience working in difficult and uncertain environments in developing countries.
- Deep experience in USAID project management and compliance.
- Experience in a relevant technical area such as market systems development and strengthening, climate smart agriculture, value chain development, gender, and youth issues. Previous experience working in Haiti a plus.
Most Critical Proficiencies:
- Knowledge and experience of USAID rules and regulations including FAR and AIDAR clauses and relevant other US government rules and regulations; knowledge of other international development agencies is a plus.
- Ability to work in uncertain environments and maintain agility.
- Fluent in English, French/Haitian Creole a big plus.
- Fluency in Spanish a plus.
