Senior Policy Advisor, Transition Pathways, Beyond Oil and Gas Alliance (immediate opportunity)
The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production. BOGA was launched at the UN Climate Change Conference (COP26) in Glasgow with 11 founding member governments. Its core members have committed to ending new licensing rounds for oil and gas and to a Paris-aligned end date for production. Amid soaring gas prices and the cost-of-living crisis, and with energy security back at the top of the international agenda, BOGA’s mission is more relevant than ever.
At COP27, BOGA announced new members and friends, launched a USD $10 million BOGA Fund to support developing countries in their transitions, and helped rally over 80 governments in support of the phase out of all fossil fuels. BOGA’s continued success depends on supporting its members’ ambitions, bringing new members into the Alliance, and ensuring that dependency on oil and gas production—and the barriers it presents for climate action—is elevated within international climate, energy, and economic dialogues. Doing this will require an experienced, ambitious, and diverse BOGA Secretariat team.
The Secretariat is currently comprised of the Head of Secretariat, a Senior Manager, and a group of external partners and consultancies. We are now hiring two senior policy professionals and a communications lead to help develop and deliver BOGA’s vision. This is a fantastic opportunity to join and shape an exciting new alliance that is fulfilling a fundamental role in tackling climate change by raising the issue of phasing out oil and gas on the international agenda. A further round of recruitment will proceed shortly as the BOGA Fund becomes operational.
Building the Secretariat: The next three staff positions
The next round of Secretariat recruitment is comprised of the three positions listed below, each reporting to the Head of Secretariat:
We are looking for highly skilled and ambitious professionals with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of driving change in government and/or international organisation contexts. We are looking for team players and self-starters who are happy working collaboratively with BOGA Secretariat colleagues, government counterparts, and other stakeholders, and the experience to independently develop areas of the Secretariat’s work. Staff will be fluent in written and spoken English, with proficiency in other languages being highly desirable. They will have strong interpersonal and organisational skills.
Senior Policy Advisor, Transition Pathways
What we need from you:
The Senior Policy Advisor, Transition Pathways role will focus on supporting BOGA members and prospective members, including developing BOGA’s thematic working groups, supporting the alignment of oil and gas production with the Paris Agreement, and the launch of the BOGA Fund. Candidates should have strong experience working on oil and gas sector issues at the country level, preferably in the Global South, including regulatory frameworks and/or economic planning and policy, ideally gained within a government, international organisation, or development agency/multilateral development bank (MDB) context.
Candidates should have good political sense, with at least 5 years and preferably 7–8 years of relevant experience, including high-level engagement within government and/or international political processes. The successful candidate will:
The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organisation with over 30 years of international experience. IISD is responsible for the recruitment and administrative management of this position.
Start date: The role will start as soon as possible.
Salary: Competitive salaries are offered.
Location: The role will be based remotely, with travel when necessary. Ideally, the Secretariat will be made up of staff from a range of continents and with diverse backgrounds.
Employment type: Contracts will initially be given on a 1-year fixed-term basis, with the expectation of renewal based on funding and other factors.
