Senior Policy Advisor, International Finance

The post-holder will lead the international engagement strategy of the UK’s Transition Plan Taskforce Secretariat as well as participating in wider E3G work around international financial rules. This role is based in London.

Background to E3G

E3G is an independent European climate change think tank with a global outlook. We are world leading strategists on the political economy of climate change, dedicated to achieving a safe climate for all. We work on the frontier of the climate landscape tackling the barriers and advancing the solutions to a safe climate. Our goal is to translate climate politics, economics and policies into action. E3G is consistently ranked as one of the top-ten most influential environmental think tank’s in the world by the University of Pennsylvania’s Global Go To Think Tank Index.

A transformation to a global carbon neutral economy must happen by mid-century if we are to avoid dangerous climate change. E3G’s Sustainable Finance program works towards financial system reforms to support a rapid and resilient global climate transition. Within this program of work, the International team focuses on the development of international financial rule and standards.

E3G is currently acting (jointly with UK CGFI) as the Secretariat to the Transition Plan Taskforce. The TPT was launched by HM Treasury in April 2022 to develop a gold standard for private sector climate transition plans. More information on the TPT can be found at www.transitiontaskforce.net. Through 2022 the immediate priority for the TPT has been the development of a Disclosure Framework and Implementation Guidance. These documents set out how financial firms and companies can develop ‘gold standard’ transition plans which are crucial for the implementation of net zero targets, and will be published for consultation at COP27. In 2023 the Secretariat will support the TPT to develop and implement an international engagement strategy to support global convergence around transition plan standards.

Role purpose

Senior Policy Advisers in E3G play a central role in delivering climate-safe policy outcomes. They must demonstrate a varied portfolio of skills including thought leadership, stakeholder relationship management, management of complex projects, and team management.

The main responsibility for this role will be to lead work on international engagement for the Transition Plan Taskforce as part of the TPT Secretariat team. The post holder will situate this work within a broader role as Senior Policy Advisor, International Sustainable Finance at E3G.

The postholder will lead on building and implementing the TPT’s international engagement strategy, and contribute to wider international finance work at E3G.

Key Responsibilities

• Strategic vision: Co-developing and leading a strategy for the TPT’s international engagement, working with E3G and CGFI, the TPT Secretariat, and alongside HMT and FCA.
• Results oriented: Build a culture of delivery and ensure that key performance indicators are identified and met.
• Managing relationships: Building and managing warm relationships with a wide range of international regulators, finance ministries and standard setters. A full list of key international stakeholders can be found in the TPT’s Terms of Reference at transitiontaskforce.net
• Team focus: Working across teams, support the work of the TPT Secretariat while also supporting wider E3G work on international finance and ensuring that E3G’s relevant skills and knowledge are supporting TPT.
• Clear communication: Reliably demonstrating the ability to assimilate complex information and to translate it into clear, understandable terms that have a persuasive narrative style and are tailored for different contexts. The role will include opportunities to presenting on the TPT’s work to international audiences.
• Learning and improving: Working with E3G colleagues to ensure that work done under this project contributes to overall E3G learning and knowledge management.
• Some international travel may be required.

Person description

You are an intellectually curious and highly organised self-starter with a strong interest in (and preferably some prior experience of) the opportunities and challenges around systemic financial reform, particularly in the area of financial rules and standards. You are a creative thinker, able to learn fast and to work flexibly with a range of people. You are prepared to go the extra mile to deliver high quality outputs to challenging deadlines. You are confident running stakeholder engagement processes and managing ad hoc and planned collaboration. You will be able to identify and engage with a range of external stakeholders to effectively communicate your ideas and findings to a varied audience.

Experience and skills

The successful candidate will be able to demonstrate, with examples:

• relevant professional experience and responsibilities in dealing with financial policy and regulation in relation to the climate transition, with a track record of significant achievements, such that you can formulate strategic solutions to change how systems or institutions work;
• a good undergraduate degree in a relevant discipline (you may also have a post-graduate qualification in a relevant discipline)
• the capability to lead others, and to inspire and facilitate action by others
• the ability to apply creative and flexible thinking to a constantly evolving landscape
• strong strategic and political understanding of the political and economic challenges of climate change and sustainable development
• a track-record of coordinating multi-stakeholder projects or coalitions in climate or a similarly complex or related area
• confidence in an international context, influencing senior decision-makers from government, business, and civil society
• strong written and spoken English (with knowledge of other languages highly desirable)
• excellent communication skills across a range of media, including traditional approaches such as writing, presentation, with skills in social media and alternative forms of engaging and persuasive communication highly desirable
• the ability to plan and organize your own work and that of others.

Location

This role is anticipated to be based in London, but requests for flexible working in the UK will be considered.
