SENIOR POLICY  ADVISOR,  INTERNATIONAL ENERGY FINANCE, LONDON

About us

E3G is an independent climate change think tank with a global perspective. We are world leading strategists on the political economy of climate change, dedicated to achieving a safe climate for all. Building on a 15 year track record at the forefront of the political economy of climate politics and transitions, E3G has played a critical role in decisions by the UK and other governments to scale up funding for the energy transition and cease public finance for fossil fuels. We are seeking a smart, dynamic individual to join us as a Senior Policy Advisor to drive this work forward in this critical decade. E3G is ranked as one of the top ten most influential environmental think tanks in the world by the University of Pennsylvania’s Global Go To Think Tank Index.

Context and role

The post-holder will deliver a program of work that leads the Clean Energy Transition Partnership Secretariat and supports wider E3G activities aimed at making finance a key driver of the global energy transition.  This will involve working with a broad range of stakeholders including government officials and civil society actors.  Clean Energy Transition Partnership website is cleanenergytransitionpartnership.org.

About you

Whether you gained experience in government, the private sector or a think tank, you will bring a developed understanding of how national and sectoral contexts and international dynamics inform government choices about climate action. With your versatile skills in working with teams, building networks and project delivery, you will be ready to take the next step in your career and contribute to scaling and reinforcing a vital international programme.

Key Responsibilities

The key job responsibilities for this role include:

  • Support the planning, delivery and evaluation of a programme of work to accelerate the energy transition through mobilising financial flows.
  • Lead on the provision of the Secretariat function for the Clean Energy Transition Partnership, working closely with stakeholders including government officials and CSOs. This includes communications support, including maintenance of the Partnership’s website (to be launched in late 2023).
  • Support the UK in developing the CETP strategy and its delivery, including:
  • Raising the profile of the CETP at major political moments and using it to secure ambition on shifting finance from fossils to clean.
  • Activating the signatories to raise domestic and international ambition on this commitment and leading on defined areas of fossil finance transition.
  • Developing and implementing an engagement strategy for new priority members.
  • Mobilise an international CSO community to help deliver the CETP’s aims.
  • Work with E3G Programme Leaders to build out a strategic proposition for forward work on international energy finance and working with a Policy Advisor to deliver the work.
  • Contribute to development and fundraising, including funder engagement and reporting.
  • Represent E3G externally with partners, senior policymakers, funders and in public.
  • Build relationships with a wide range of stakeholders including officials and CSOs.
  • Establish and monitor an annual work plan of projects and deliverables linked to clear outcomes, ensuring adequate resourcing levels and risk management.
  • Plan and monitor budget and ensure timely and effective reporting internally.
  • Support monitoring, evaluation and learning related to CETP and E3G’s broader international energy finance work.

Experience and Skills

  • 5 to 8 years of relevant experience in identifying and delivering strategic priorities for a portfolio of work, providing oversight and sound judgement as well as taking a practical role in delivery.
  • Experience in developing energy and finance solutions and well-argued recommendations, and ideally some experience of decision-making within government.
  • Great stakeholder management skills, especially engaging, convening and chairing discussions with senior stakeholders.
  • Previous management experience, which could include team building, remote management, and performance management.
  • Project management experience is desirable.
  • Excellent written and spoken English, and knowledge of another European and/or G20 language desirable.
  • Grasp of UK and international politics.
  • Experience working in or engaging with developing countries (e.g. supporting or delivering development or climate finance programmes) is desirable.
  • Confidence in influencing decision-makers from government, business, finance and civil society.
  • Excellent interpersonal skills and be a strong team player, able to develop and manage close working relationships with colleagues across organisational boundaries and able to leverage your network to deliver your work.
