The Program
Mercy Corps has been operating in Venezuela since 2018 implementing humanitarian and development programs, with special emphasis on water, sanitation and hygiene, health, protection, food security, and nutrition, and plays a key role in the collection, analysis, and dissemination of information relevant to the humanitarian community in the country. The team is expanding its programs at the country level and expanding its team at the country level to implement quality programs with the required attention.
The IT Department supports and provides technical advice to the Team Leader, Program Officers, Managers, coordinators, field team and partners to build capacity, and design and execute plans and information systems for decision-making. This includes the execution of baselines, data collection with quantitative and qualitative tools, configuration and administration of databases, field visits for verification and evaluations to report the results achieved.
The Position
The Senior IT Officer maintains the current IT systems in the MC VZLA office and ensures the proper functioning of the equipment and the network to meet the needs and demands of the office. Additionally, to find technological solutions that help facilitate the daily activities of the personnel, keep the infrastructure safe from cyber attacks, train the personnel to avoid being affected by the new digital deception technologies that can have repercussions and affect the entire organization, maintain the technology equipment in proper operation, carrying out technological renewal when required and applying HQ's IT policies in Venezuela.
Essential Job Responsibilities
STRATEGY AND VISION

Develop and organize activities that secure resources for the area.
PROGRAM MANAGEMENT
Know and manage the Policy of appropriate use of systems, Technology and information of MC.
Instruct staff on appropriate usage and monitor usage activities to ensure compliance with these policies.
Train staff on basic computer concepts, the use of applications, MS Office networks and others related to computers, printers, software, platforms, communications, etc.
Assist, as needed, with developing databases, Power BI, or other Windows applications for staff.
Regularly update antivirus programs and ensure the entire network and computers are virus-free.
Establish a clear support policy for the MC VZLA office and carry out the necessary steps for this activity, including the design of a schedule and a list of materials. Be sure to make a backup.
Provide technical support to users to solve hardware and software incidents.
Manage users in the active directory, creation, deletion and permissions.
Carry out the annual inventory of technological infrastructure.
Carry out the annual inventory of electronic waste and request its collection.
Manage email domain and antivirus
Manage Routers
Carry out the repair and maintenance of LAN-s, Internet systems and maintenance and general IT training, according to the needs outlined by the Team Leader.
Propose the acquisition or use of new tools that facilitate the work of MC VZLA employees.
Review the feasibility of executing the technologies proposed by the program partners.
Accompany the Technological initiatives proposed by the team members.
Actively participate in the evaluation of Technology projects that the Parent Company proposes.
Carry out or supervise the repair of computers, printers, IT equipment, and communication equipment at the local level, according to the maintenance plan and monitoring of equipment, facilitating and advising on the best, safest and most economical solutions.
Maintain an efficient local area network for the MC VZLA office. Only modify the current design of the configurations with written approval after the analysis by the Team Leader.
Identify the equipment and accessories necessary for properly functioning computers and IT equipment in the MC VZLA offices.
Maintain the MC VZLA mail server and assign addresses.
Maintain proper documentation of all IT equipment, including; system profiles, warranties and stock / IT accessories;
Keep updated on the physical and virtual inventory of technological infrastructure.
Assist in identifying, specifying, relocating and assembling any equipment, including computers, printers, accessories and satellite systems.
Set up extensions, provide training, and set up voicemail for new users.
Support purchasing processes and services for hardware, software, telephony and office systems, including servers, Routers, Switches, Plants, UPS, laptops, smartphones and internal communication systems (i.e. PBX and/or Fixed Telephone Plants and Cell phones).
Create information capture form(s).
Create tools that facilitate the capture of beneficiary information.
Review and debug databases captured in the field.
Work on technologies that help improve the speed, availability and security of the information in the beneficiary databases.
Implement beneficiary identification mechanisms to try to prevent fraud.
Replicate success stories identified in MC Global or other organizations.
Participate in the information management and information security groups created by HQ.
Lead the protection of the Personal Data of Employees, Suppliers, Partners and others.
Replicate the technological infrastructure in case of office changes or DRP (Disaster Recovery Plan).
Evaluate and, if necessary, manage the new technology platforms being proposed during the execution of the programs.
Manage and secure remote access to the server located in the MC VZLA office.
Create instructional videos of technology processes.
Coordinate with providers of technology services such as maintenance, repairs, or adjustments in the infrastructure of field offices.
FINANCIAL MANAGEMENT AND COMPLIANCE
Ensure compliance with the rules of donors and MC Global.
Draft and/or review the scope of work to hire and manage any IT technical consultant, including the review of technical effectiveness and contract budget.
INFLUENCE AND REPRESENTATION
Identify, build, and manage collaborative alliances with partners, grantees, donors, local governments, and other stakeholders.
Communicate effectively to ensure that the general objectives of the area and the obligations of donors are met.
SECURITY
Ensure compliance with security procedures and policies determined by the countries' leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies..

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualifications & Transferable Skills
Minimum 5 years of relevant work experience related to IT.
Relevant University Degree in Computer Science, Information Technology, Computer Engineering
Postgraduate studies related to the position (desirable)
Experience with local area network (LAN) hardware and software requirements; experience configuring internal email systems based on local area network (LAN).
Complete knowledge of internet, proxy, pop mail and TCPIP configurations, Linux and Windows applications.
Experience in correctly maintaining all Internet accounts, logins and account status.
Experience with mobile and web data management technologies
Database management experience.
Experience using the PowerBi tool.
Experience in the design of data collection tools using programming in XLS forms and web forms with low-coded software.
Knowledge of database structures, obtaining descriptive and inferential statistics and technology for data collection with mobile devices.
Advanced management of the MS Office package: PowerPoint, Excel, Word, tables, and database.
Good oral and written English skills (desirable).
Success Factors
The successful candidate will demonstrate attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. It will have the ability to plan and design low-maintenance systems is a must. It wil also have the ability to troubleshoot and maintain wired and wireless connections. It should understand, follow and implement existing policies on the use of IT equipment and best practices.
Living Conditions / Environmental Conditions
The position is based in Caracas, Venezuela and will require occasional travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services.
