The Program
Mercy Corps has been operating in Venezuela since 2018 implementing humanitarian and development programs, with special emphasis on water, sanitation and hygiene, health, protection, food security, and nutrition, and plays a key role in the collection, analysis, and dissemination of information relevant to the humanitarian community in the country. The team is expanding its programs at the country level and expanding its team at the country level to implement quality programs with the required attention.In Venezuela, we have been working since 2018 responding to the humanitarian crisis in the sectors of health, protection, cash transfers, food security, and analysis and dissemination of data and information reports to the humanitarian community.
The Position
The Human Resources department seeks to attract, promote, maintain, motivate and develop human resources (national and expatriate personnel, volunteers, trainees, apprentices and temporary employees) and to ensure compliance with the policies and procedures of the organization and the country. The department manages: Personnel (career development, training, hiring, recruiting, onboarding, resignations); Occupational Health and Safety Management System (national social security, recreation, staff well-being, time-off), and overall admin support to the team (conflict resolution, organizational climate and culture, management style and change management, holidays, logistics for gatherings, etc).
The Senior HR & Administrative Officer is responsible for designing, implementing, administering, advising, leading, executing and following up on all policies, formats and activities derived from Mercy Corps and providing support to employee management and assisting in the achievement of area and program objectives by supporting selection processes, recruitment, development, payroll updates, area information management, termination, development, and performance reviews.
Essential Job Responsibilities
STRATEGY AND VISION
Identify and track opportunities for innovative actions that will improve the smooth operation of HR and administrative processes
Help prioritize and organize actions and resources to achieve team and organizational objectives.
ADMINISTRATIVE MANAGEMENT
Support document review of projects required for archiving in accordance with Mercy Corps standards.
Maintain inventory information of purchased equipment.
Ensure proper use of project and office resources.
Support with the elaboration and annexes for the Venezuela Handbook.
Schedule and own team calendars, as well as serve as note-taker and moderator for team calls.
Proactively participate in team meetings for scheduling activities.
Organize travel bookings, as well as support the coordination of the logistics around trips and field visits.
Ensure Venezuela staff members are compliant with Mercy Corps Travel Policies.
Liaise with agencies to ensure required processes are completed in a timely fashion.
Report any difficulties or challenges that may arise to the supervisor in a timely manner.
When the organization attends a humanitarian emergency project, support the program as needed.
Provide HQ teams with administrative products such as the annual list of public holidays and time off sheets.
Troubleshoot system access issues with HelpDesk and IT to ensure smooth running of operations for the team
Support with all administrative requirements of the Venezuela team.
HUMAN RESOURCES SUPPORT
Collect and review team time sheets for submission to Human Resources.
Support the processing of consultancy and full time contracts, as well as any Scope of Works developed for short term hires and/or service providers contracting.
Support engagement with Global and MCE HR on international contracts.
Work with HQ to ensure reporting of all international contract employees so that they are paid on time and contracts are renewed as required.
Lead the recruitment, hiring, and onboarding process of new team members, including, but not limited to, coordinating introductory calls with country team colleagues, reviewing Mercy Corps policies and minimum standards, introducing internal Mercy Corps systems such as Databasics, Digital Library, The Hub.
Partner with the Finance Manager to ensure timely and accurate payroll for the Venezuela country team.
Keep track of and share training and development opportunities for team members.
Provide required support during assigned expatriate recruitment activities.
Serve as the Human Resources Focal Point for the Venezuela country team.
In collaboration with Headquarters Human Resources, manage disciplinary action.
RECRUITMENT
Ensure recruiting and hiring practices are in compliance with government regulations and organizational policies.
Review all required position descriptions and job postings before any external advertisement.
Coordinate with hiring managers to ensure all hiring requests are complete according to MC Venezuela and Mercy Corps recruiting procedures.
Assist hiring managers with screening, interviewing, and final selection of candidates.
Assist hiring managers with salary negotiations and final offer letters to candidates
Organize, lead and document post-recruitment conversations with managers and candidates.
Ensure that orientation is conducted for each newly hired national and expatriate team members consistent
COMPENSATION AND BENEFITS RESPONSIBILITIES
Conduct country level compensation review and benefits administration.
In partnership with Headquarters Human Resources, review salary scales and benefits packages and benchmark against the market on an annual basis.
In partnership with Headquarters Human Resources, Conduct job evaluations on new and existing positions and manage country wide job audits to ensure equity and competitiveness within the job market.
In partnership with people managers, ensure all performance reviews and merit-based pay increases are completed on time.
EMPLOYEE ENGAGEMENT & TEAM MANAGEMENT
Assist team members with information, tools and resources to improve performance and achieve team objectives.
Create and maintain a mutually respectful work environment where team members strive for excellence.
Promote accountability, communicate expectations and provide constructive feedback and assist team members with information, tools and resources to improve performance & reach objectives.
Alongside our legal counsel and Country Director, manage all human resource related legal issues in compliance with local labor law.
Proactively update senior management on any issues & grievances and ensure efficient and transparent solutions that protect both MC Venezuela Team members and Mercy Corps interests in accordance with policies, regulations and procedures and global guidelines in terms of safeguarding.
FINANCIAL MANAGEMENT AND COMPLIANCE
Ensure compliance with donor and Mercy Corps regulations related to emergency programming.
Ensure knowledge and implementation of organizational policies, tools, manuals and guidelines.
Assist in the review and development of team budgets, including proposals and expenditures
INFLUENCE AND REPRESENTATION
Identify, build and manage collaborative partnerships with the team, vendors, partners, consortiates and other stakeholders.
Communicate effectively to ensure overall project objectives and donor obligations are met.
SECURITY
Comply and ensure compliance with security procedures and policies.
Proactively ensure that team members operate in a secure environment and are aware of policies.
Actively participate in activities and fulfill responsibilities as a team member with the OSHMS (Occupational Health and Safety Management System).

Reports directly to: Venezuela Team Leader, with a dotted line to HQ HR team
Works directly with: Venezuela Team Leader, Venezuela team including Finance, VZAT, Security, Operations, and Logistics, Human Resources, Procurement team, Regional Program Team
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualifications & Transferable Skills
Bachelor's degree in Human Resources, Finance, Administrative Management, or related areas.
At least 4 years of experience recruiting, hiring, contracting, and onboarding staff, as well as services providers.
Knowledge of accounting, finance and purchasing systems.
Knowledge of Venezuela’s local labor laws, employee benefits regulations, and other country-level compliance.
Experience and ability to develop innovative (creative) strategies and efforts as part of the broader people’s management effort.
English Proficiency is strongly preferred.
The successful candidate will be able to work with and have the ability to communicate with a wide range of people in many areas of the organization, and develop positive relationships with individuals on and off the team, be able to work independently with limited management, and set and achieve deadlines of their own.

The successful candidate will be able to juggle multiple tasks simultaneously and work with fast-turnarounds. The Senior HR & Admin Officer has great communication, mediation, and problem-solving skills, and is capable of managing people's issues or conflict. Living Conditions / Environmental Conditions
The position is based in Caracas, Venezuela and will require occasional travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services.
