PURPOSE OF THE POSITION
As the Senior Finance Officer you will assist the Finance & Compliance Manager in the day to day financial management of the EU Peace and Culture Project. You will Ensure accurate and complete recording of all financial transactions and ensure that these transactions and operations comply with organization policies, procedures, and EU funding guidelines. Your responsibilities will include Review Partners Finance report and conduct monthly support and coordination with implementing Partners Finance teams . You will also support the program administration including the procurement and provide support for staff travel and events.
KEY DUTIES
- Financial Management
- Ensure the financial transaction for project expenditure are processed, authorized, verified and recorded properly in comply with policies, procedures and donor requirement
- Ensure financial records are submitted on time using online systems
- Prepare monthly expenditure report and submit to the Finance Manager for review before circulated.
- Conduct monthly meetings with the Program Manager and Finance Manager for updating the financial report and issues related to the project and the partners
- Review the partner report and recorded properly based on ChildFunds policy and procedures.
- Ensure that project expenses are accounted for accurately in the system and reported to the donor completely, according to agreed timelines and procedures.
- Provide or organise the financial training and others for the program team and partners as needed
- Ensure financial reporting and project closure activities at the end of project in accordance with guidelines and policy of donors.
- Work together with the Child Fund Timor Leste finance team in meeting financial requirement, prepare the journal adjustment, uploading into the finance system and support the month end process
- Monitoring and Compliance
- Review partners finance reports and Conduct the Monthly coordination meeting with each partner’s finance team.
- Respond to the auditor’s queries and requirements including coordinating with all partner’s finance team
- Provide support for the Finance Manager to respond to the Partners and Donor’s queries.
- Program administration and Procurement
- Support the program administration including the procurement for the project such as office supplies, training supplies, materials for project implementation, phone credit, IT equipment’s etc.
- Ensure relevant project documents are filed accordingly
- Travel and Event Management
- Provide support for staff who will travel in-country and overseas such as trip ticket, travel advance and acquittal, accommodation and transports
- Organize the project event including coordinate with the partners team if needed Conduct field visit and project site visits for Childfund and partner as needed
Any other relevant task as assigned by the supervisor
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in any business-related course (preferably Accounting/Finance)
- Experience at least three years in accounting, finance and administration areas.
- Good in computers (Windows, spreadsheets, Outlook and accounting software). Specific experiences working with SAGE system will be an advantage.
- Ability to manage time and priorities, put attention in details and good interpersonal skills
* Experience in supporting local partner organisations in meeting donor requirements in financial processes and administration
- Experiences in handling EU donor financial requirements will be an advantage.
- Ability to work in fast-paced environment
SKILLS
- Good written and verbal skills in the English language
- Ability to communicate and coordinate with multiple teams and Organization
- Ability to manage time and priorities, put attention in details and good interpersonal skills
