Senior Accountant – Federal Grant Specialist

🇺🇸 San Jose, CA, US 📝 FULL-TIME

Sacred Heart Community Service located in San José, CA is looking for a Senior Accountant specializing in government grants administration to act as point person on approximately $15M in ARRA Stimulus grants.
 
This position will be the liaison to SHCS program staff, subcontractors, and government grantors, devising policies and procedures to ensure compliance,  documenting and communicating those policies and procedures, training staff and subcontractors, and monitoring progress.  This position will also be responsible for submitting all reporting and invoicing and ensuring the accuracy of those reports.  This position will also be expected to administer all the associated subcontracts including monitoring fiscal performance against budgets, compliance monitoring and producing contract modifications when necessary.
 
This individual must be self-starter, organized and detail oriented with strong verbal and written communication skills, and must have an ability to work flexibly and creatively and have a passion for our mission – to change lives and impact poverty. For 45 years, SHCS has been one of the leading institutions addressing poverty in Santa Clara County through a strategy that combines meeting basic needs, offering tools for self-sufficiency, and engaging the wider community to be involved.

The Senior Accountant is a member of the Finance and Operations team and reports to the Finance Manager.
 
Description of Duties
 
Grant Administration (Federal, Local and private Foundation) (70%)

  • Prepares and submits invoices, reimbursement requests, and reports according to contract specifications.
  • Reconciling contract disbursements with Quickbooks as often as necessary
  • Monitor, reconcile and audit subcontractor disbursements
  • Attend any grantor-sponsored workshops
  • Work closely with program directors, managers, coordinators and subcontractors to ensure that required data is accurately measured and reported.
  • Run RFP process for subcontracts including writing the RFP with the appropriate program staff, posting the RFP, organizing the selection process and documenting each step.
  • Maintain organized and up-to-date contract filing system.
  • Maintains working knowledge of HUD, HHS, DOE and other Federal regulations.
  • Robust, current knowledge of GAAP.

General Accounting (20%)

  • Backup other staff in all Accounting functions including Accounts Payable, Payroll, Invoicing, Journal Entries, Financial Statements.
  • Design and Maintain Chart of Accounts and Job Codes in Quickbooks based on grant requirements.
  • Design and implement procurement procedures that are compliant with Federal requirements.
  • Lead the process to obtain approved indirect rates for bidding and invoicing Federal grants.
  • Help in implementation and maintenance of automated timekeeping and procurement systems.
  • Know how to processes payroll using ADP.
  • Assist in devising and maintaining management and Board reporting
  • Account Reconciliations as needed.
  • Maintain Fixed Asset and Depreciation sub-schedules.
  • Prepare reconciliations and schedules for annual audit.

Other (10%)

  • Participates in agency-wide programs, events, training, and outreach efforts.
  • Provides support and executes other duties as assigned.

Required Qualifications and Experience

  • Commitment to our vision of a community united to ensure every child and adult is free from poverty.

  • BS degree in Accounting

  • 5-10 years of accounting experience.

  • At least 2-3 years of experience accounting for federal grants with knowledge of HUD and HHS regulations.

  • Superior oral and written communication skills and ability to work collaboratively with internal and external partners.

  • Excellent organizational skills and proven ability to meet deadlines.

  • Meticulous attention to detail.

  • Ability to multi-task and shift priorities in a fast-paced environment.

  • Excellent computer skills, including the Microsoft Office suite of programs.

  • Proficiency with Quickbooks.

Preferred

  • Experience in non-profit accounting.
  • Experience with Exceed! or other relational database.

Position is exempt, full time and reports to the Finance Manager.
 
Compensation
Salary Range:  $55,000-$62,000 DOE.
