About RRLI
The Resourcing Refugee Leadership Initiative (RRLI) is a coalition of six refugee-led organizations (RLOs) across six countries, with a mission to support displaced communities to shape and influence the response to forced displacement. Our vision is a world where people who have experienced forced displacement have agency over their lives and access to dignified, sustainable solutions. We drive impact through four key strategies: financial support through our Refugee Leadership Fund, strengthening programs, advocacy, and evidence generation. The initiative is convened by Asylum Access, and includes 5 prominent RLOs around the world: Basmeh & Zeitooneh (B&Z) in Lebanon, Saint Andrew’s Refugee Services (StARS) in Egypt, Refugiados Unidos in Colombia, Refugees and Asylum Seekers Information Centre (RAIC) in Indonesia, and Young African Refugees for Integral Development (YARID) in Uganda.
Position Description
The RRLI Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will play a critical role in strengthening RRLI’s ability to measure, report, and improve its impact. This role focuses on designing and implementing effective monitoring and evaluation systems, ensuring accountability to stakeholders, and fostering a culture of continuous learning and improvement. The MEAL Officer will also handle data management and reporting processes that inform strategic decisions and demonstrate RRLI’s impact to donors and partners.
This position will be part of the RRLI project management team that will assist the coalition as it implements its innovative funding and aid initiative.
Key Responsibilities
All duties are carried out in close association with and under the overall supervision of the coalition. An excellent joint working relationship with coalition members is essential to the success of this role. The RRLI MEAL Officer will perform a wide range of duties including the following:
Monitoring and Evaluation of RRLI Initiatives (30%)
- Work with the RRLI Coalition to design, implement, and track key performance indicators for capacity-strengthening initiatives.
- Develop and implement robust methodologies to evaluate the effectiveness of RRLI’s advocacy and fundraising models.
- Establish and manage systems to monitor progress toward coalition reach and impact goals.
- Ensure grant agreements include clear and measurable metrics for data collection and reporting from coalition members and grantee partners.
- Ensures the results of the progress towards the indicators is communicated with relevant teams
- Follow-up on the action designed as follow-up on the progress or as corrective actions
- Assist in drafting and preparing reports for funders, ensuring alignment with grant requirements and showcasing key achievements and impact.
- Explore innovative approaches and leverage best practices to track the impact of refugee leadership movement-building, drawing lessons from similar global movements.
Development and Coordination of RLO Funding Baseline (20%)
- Assist the RRLI Coalition in establishing a baseline assessment of funding allocated to refugee-led organizations (RLOs).
- Identify and liaise with academic institutions, research experts, and consultants to ensure rigorous data collection and analysis.
- Provide technical and writing support for the baseline development process.
- Manage the dissemination of baseline findings to diverse stakeholders through reports, presentations, and strategic events.
- Design and implement a monitoring framework to track progress and changes against the funding baseline over time.
RLO Impact Case Study Development (15%)
- Assist coalition members in recruiting and managing external evaluators to assess progress toward organizational impact goals.
- Identify and compile case studies highlighting the impact of the coalition and its grantee partners, showcasing transformative success stories.
- Ensure findings are presented in accessible, visually appealing, and actionable formats.
- Assist in planning and delivering dissemination activities, such as webinars, conferences, and stakeholder events, to amplify key learnings and outcomes.
Documentation and Dissemination of RRLI Learning (15%)
- Document lessons learned from RRLI’s grantmaking, equitable partnerships, and coalition-building efforts.
- Develop user-friendly knowledge products, such as toolkits, reports, and guidance documents, to share insights with internal and external audiences.
- Work with the coalition to integrate feedback and learnings from MEAL processes into program design and strategy.
- Leverage digital tools and platforms to ensure the dissemination of learning materials to relevant stakeholders effectively.
Accountability and Learning (10%)
- Establish and ensure the accountability mechanisms are mainstreamed across all RRLI programs and operations.
- Develop the necessary tools and provide training to the relevant teams.
- Ensure the feedback and complaints mechanisms are established and integrated into operations.
- Clarify the participation and information-sharing aspects of accountability, ensuring the development of appropriate tools to support them.
- Ensure all RRLI grantees are aware of the expected standards of behavior and the RRLI Code of Conduct.
- Systematically capture learning, ensuring the development of appropriate tools to facilitate this process.
Collaboration and Stakeholder Engagement (10%)
- Engage directly with donors to understand evidence needs and ensure the delivery of relevant, high-quality data and insights to build trust and foster strong relationships.
- Work with the fundraising team to provide data-driven insights, impact stories, and evidence to strengthen grant applications and fundraising proposals.
- Provide strategic and operational support to coalition members and grantees to ensure alignment with organizational goals and enhanced program impact.

Reports to: Director of Operations & Strategy
Minimum Qualifications:
- Demonstrated 5–7 years of professional experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), research, or related fields, with a background in qualitative and quantitative methods.
- Proven ability to write concise, easy-to-digest reports or papers tailored for diverse audiences.
- Passion and significant interest in forced displacement issues, with demonstrated alignment to RRLI’s mission and values.
- Exceptional coordination and organizational skills, including experience managing multiple projects or consultants.
- High level of initiative, with the ability to manage multiple deadlines and work effectively independently and collaboratively in a team environment.
- Fluency in English, with excellent oral and written communication skills.
- Strong time management and organizational skills, ensuring timely and high-quality deliverables.
- Cultural competence, with the ability to work effectively in a diverse, multicultural workforce.
- Demonstrated commitment to meaningful participation, inclusion, and engagement for all team members and external partners.
Preferred Qualifications:
- Personal experience of forced displacement or significant familiarity with refugee-led organizations and community-led initiatives.
- Fluency in additional languages such as Spanish and/or Arabic to foster engagement with diverse stakeholders.
- Proven experience working with international teams and stakeholders across multiple regions, particularly in the humanitarian or development sectors.
- Familiarity with global MEAL frameworks and best practices, especially in the context of refugee-led initiatives.
- Experience managing or coordinating external consultants for evaluations, assessments, or learning exercises.
- Demonstrated ability to develop innovative MEAL tools and frameworks that align with RRLI’s mission and strategy.
Working Hours and Compensation
This is a full-time remote position based in one of the following countries: Austria, Belgium, Canada, Colombia, Ecuador, Egypt, Indonesia, Kenya, Mexico, Netherlands, Spain, Thailand, Uganda, Vietnam, or Zimbabwe.
Regardless of location, all candidates should be aware that some flexibility regarding working hours is required to take out-of-hours calls and meetings with international colleagues.
The position comes with a well-paying nonprofit salary based on location, with an annual salary for US-based candidates of USD 68,400. The offered salary will be calculated based on location and presented in local currency. Generous paid time off policies and healthcare coverage appropriate to the location will also be offered.
