Subject: Provide Services as Business Coaches

The Near East Foundation Iraq office invites applicants to submit an offer to provide coaching services (2 coaches).

SERVICES DESCRIPTION

The Near East Foundation (NEF) is seeking individuals to provide services as Business Coaches in Mosul, Iraq. The 2 coaches will work closely with selected Micro, Small and Medium Enterprises (MSMEs) in abovementioned districts to deliver business development trainings and develop business growth plans for selected MSMEs as part of the Mosul Innovate project which implemented by UNDP, in partnership with Near East Foundation with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ), provided through KFW Development Bank.

Main responsibilities:

• With technical support from project staff, deliver Siraj services, including training sessions, market assessments, outreach, selection of entrepreneurs, and structured training for soft skills, empowerment, and business strengthening for selected participants.
• Administratively managing the training workshops, including but not limited to attendance sheets & participants’ registration, photos capturing and documentation
• Conduct high quality one-to-one and small groups trainings for selected participants.
• Support the development of business networks and mentorship circles.
• Conducting pre- and post-evaluation of each training session.

Required Qualifications:

• University degree in relevant Fields.

• Arabic fluency, English literacy.

• Experience of supporting Micro and Small Enterprises is highly desirable

• Preferably two years of relevant experience in developing, organizing, and delivering training and capacity building activities. Longer experience will be considered as an advantage, through providing the needed documentation.

• Proficiency in the Microsoft Office package (Excel, Word, Outlook).

• Strong verbal and written communication, consultation, and interpersonal skills.

• Capacity to work independently and collaboratively in a team environment.

• Experience of working with or as an entrepreneur will be highly preferred.

• Experience working in an international environment and for a not-for-profit organization.

• Among the applicants, it is preferable to have candidates capable of delivering sign language for people with disabilities.

Evaluation Criteria: Proposals will be evaluated based on the following criteria:

1. Experience and Qualifications (50%)
   • Assessed through the applicant’s CV, demonstrated experience in business coaching, training delivery, MSME support, and relevant technical expertise.
   • Preference will be given to candidates with experience in entrepreneurship, capacity building, and working in international/non-profit environments.
2. Financial Offer (50%)
   • Assessed based on the total quoted price per month in IQD (inclusive of VAT and all costs).

Each proposal will be scored out of 100 points, with 50 points allocated to experience/qualifications and 50 points allocated to the financial offer. The award will be made to the applicant(s) whose proposal achieves the highest combined technical and financial score.

Delivery location: NEF – Iraq, Mosul.

Delivery Date and terms: September 7, 2025, to December 31, 2025. The two (2) Business Coaches will work five (5) hours per day, Sunday through Thursday (five days per week). Working days exclude official Iraqi national/public holidays as defined by applicable law, and any additional holidays or office closures observed under NEF internal policies. Services will be delivered in Mosul (and assigned districts) as scheduled by NEF.

Interested bidders are to read this RFQ carefully, print it, sign, and stamp all the pages and submit a quotation according to all the requirements. The deadline for submission of quotations is Thursday, September 18, 2025, at 15:00 (Iraq time). Companies that do not submit their quotation by this deadline will not be considered.

Your quotation should clearly indicate the following:

1. Currency of offer (IQD)
2. Total price per month (including delivery cost and VAT)
3. Validity of the offer
4. Applicants CVs

Conditions of quotation:

• Payment will be made within 10 working days after receiving a proper invoice, in IQD by an international bank transfer will pay in cash if a wire transfer is not possible**.**

• All suppliers doing business with NEF should maintain high standards on ethical issues, respect and apply basic human and social rights, ensure the non-exploitation of child labor, and give fair working conditions to their NEF reserves the right to reject quotations provided by suppliers not meeting these standards.

• VendorsdoingbusinesswithNEFwillbescreenedonanti-corruptionduediligencebefore confirming an order or contract.

• All prices shall be quoted by the Bidder in IQD.

• Supplier Information on the quotation should include Company Name – Stamp – Address - Contact person - Contact phone number - E-mail

• NEF reserves the right to accept or reject the whole or part of your quotation based on the information. Incomplete quotations that do not comply with our conditions will not be considered.

• Shortlisted suppliers may be required to submit samples of each. Please be sure to have all samples available at short notice and wait for a response from NEF if you have been shortlisted.

• NEF may increase or decrease the required quantality at the time of the purchase order, delivery time will be mutually agreed upon if the quantity is increased.
