Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.
Overview:
NP has been implementing protection and peacebuilding projects in South Sudan since 2010. Currently in South Sudan, NP’s program in South Sudan is comprised of 11 static field teams in six states and one administrative area, providing emergency protection, social cohesion – and violence prevention among communities affected by conflict. NP also operates a mobile response team in Upper Nile and Unity States in response to the April 2023 Sudan crisis.
The Research, Monitoring and Evaluation Advisor will be in the Program Development department and is responsible for guiding the overall M&E and Research for Nonviolent Peaceforce in South Sudan (NPSS)
Job Summary:
The R, M&E Advisor is the focal person for M&E and Research throughout the organization to support greater accountability to donors and promote organizational learning and development. The Research, Monitoring and Evaluation Advisor will be responsible for managing the M&E system across the breadth of NPSS programming and accountability functions. The role will contribute to strategic insight which supports the continued relevance, effectiveness and efficiency of NPSS programming. The R, M&E Advisor will also be responsible for the designing and implementation of assessments and evaluations. This includes protocol and study instrument design, training and supervision of data collectors, data analysis, report writing and internal and external dissemination of results.
Key Responsibilities:
Internal Monitoring & Evaluation
- Create and modify M&E tools to be able to accurately capture, measure and assess NP’s UCP methodology and interventions;
- Manage processes related to internal M&E and information management; including oversight of field and weekly reporting protocols, project-based monitoring and evaluation activities;
- Oversee the continuous development of NPSS’ M&E systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data;
- Guide the design of data quality assurance procedures and training to ensure accurate and consistent data collection among NPSS field teams;
- Communicate regularly with field teams to support the implementation of M&E and identify adaptations and gaps, regular field visits are also expected;
- Lead capacity-building efforts within NPSS, and provide continuous support to help ensure that M&E maintains requisite levels of quality throughout programming;
- Guide the regular sharing of the outputs of M&E findings with management and field staff; including reporting of assessments, evaluations, programme data, lessons learnt and good practices;
- Act as a central focal point within the organization for M&E technical assistance and support including; senior management, technical advisors and field staff;
- Work closely with senior management, the program development department, technical advisors, program managers and field staff to develop and strengthen M&E procedures and tools.
External Monitoring & Evaluation
- Manage processes related to external M&E activities including requests for applications, technical input, and oversight;
- Lead on all external communication related to needs assessments, baseline, mid-term, and end-line studies, ex-post and other types of evaluations;
- Oversee outsourcing of assessments and evaluations to external agencies/firms/individual consultants and the recruitment of supervisors and data collectors;
- Ensure that external evaluators understand and are able to evaluate NP’s UCP methodology;
- Assess all external M&E activities and provides advice and recommendations to NPSS senior management
Research, Data Collection & Data Management
- Guide the design and deployment of innovative electronic data capture, data storage and data security systems;
- Manage quantitative and qualitative data for the purposes of programme development and reporting;
- Develop research protocols for internal and external research initiatives;
- Work with the NPSS programming team to identify research needs, projects, and partnerships;
- Lead on data analysis, report writing and dissemination of assessments, baselines and evaluations
Project Development
- Support all program areas with the logical framework and performance monitoring plan development;
- Provide technical support and guidance on M&E design and tools;
- Work with the project development team to create a program theory of change with clear objectives and results, utilizing NP’s UCP methodology
Management
- Provide administrative and technical management for the M&E Officer;
- Coach staff to develop their understanding of M&E and research concepts, approaches, and skills;
- Support staff to learn and utilize software, such as Excel, Kobo, and other relevant programs.
Qualifications:
- Minimum of a Master’s degree in statistics, Monitoring and evaluation, demography, development studies, sociology, applied research or other social sciences field.
- At least 5 years of relevant experience in M&E and research
- Excellent communication, writing and presentation skills with excellent written and spoken English language
- Good skills in Microsoft Office, data management applications. Hardware IT skills a definite asset
- Experience of managing and prioritizing high workload with a flexible approach to changing environments
Key Challenges:
- Lead and Manage the organizational internal monitoring & evaluation system; create and tailor M&E tools to be able to accurately capture, measure and assess NP’s UCP methodology and interventions;
- Oversee the continuous development of NPSS’ M&E data base, including user-friendly tools that facilitate seamless aggregation of programming data, as well as its dissemination through relevant platforms and forums;
- Organizing and leading external monitoring & evaluation activities that include but are not limited to: baseline studies, mid-term reviews, end line evaluation projects, relevant studies and surveys to inform NP programming. Steering and oversight will include but not be limited to: initiating terms of reference, application reviews, analysis and leading relevant teams on selection of rightful parties to handle various M&E exercises.
- Providing technical input, on technical reports and all relevant internal and external communication related NP programming, donor reports, needs assessments, baseline, mid-term, and end-line studies, ex-post and other types of evaluation reports;
- Lead NP research activities including data collection & data management; provide technical guidance on the design and deployment of innovative electronic data capturing systems/tools, data storage and data security systems; lead quantitative and qualitative data collection, analysis and reporting processes for the purposes of informing and positioning NP programming.
- Lead the M&E component in new project design and review processes, particularly leading in Support all program areas with the logical/Result, framework and performance monitoring plan development etc.
- Manage the M&E officer and providing technical support, capacity building of field understanding of M&E and research concepts, as well as application and utilization of relevant tools and systems aimed at strategic deliver of M&E deliverables at country office level.
Skills and Competencies:
- In-depth knowledge and understanding of M&E and strategic project planning approach such as log-frames, theory of change etc.
- Experience with qualitative, quantitative and participatory M&E methods and system design.
- Proficient analysis and communication skills for the purpose of report writing and presentations.
- Familiarity and interest in humanitarian protection, peacebuilding and violence prevention programming and how to measure impact in these sectors.
- Substantive knowledge and understanding of the South Sudanese socio‐economic, cultural and political conditions.
- A self-motivated, results oriented person able to work independently and extra-long hours without close supervision.
- Able to work effectively in a diverse team environment.
- Comfortable with frequent travel to field locations and living/working in remote areas.
- Able to effectively promote the mission values, and objectives of Nonviolent Peaceforce.
Preferred Qualifications:
- Master's degree in Monitoring and
- Experience working in an NGO or similar organisation.
- Experience in data entry and analysis software such as Kobo, SPSS, STATA, Microsoft Excel and Access.
- At least 5 years of relevant experience in M&E and research
- Substantive knowledge and understanding of the South Sudanese socio‐economic, cultural and political conditions.
- Familiarity and interest in humanitarian protection, peacebuilding and violence prevention programming and how to measure impact in these sectors.
Working Conditions:
- This field position may include challenging living conditions, limited access to amenities, and potentially unstable security situations.
