I. GENERAL FRAMEWORK OF REFERENCE
1.1 Background
Fòs Feminista is an intersectional feminist organization centered around the sexual and reproductive rights and needs of women, girls, and gender-diverse people. Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. As the connecting fabric of this Alliance, Fòs Feminista orchestrates transnational and transregional action, amplifies partners’ work, and promotes South-South learning and collaboration toward achieving common objectives.
Together with our partners, we provide access to sexual and reproductive health care, including contraception, abortion, and care for victims of sexual and gender-based violence. We also reach young people with comprehensive sexuality education. We recognize that the ability of women, girls, and gender-diverse people to make free and informed choices about sexual and reproductive lives, including to access safe and legal abortion, is central to their life plans and to achieving gender and reproductive justice. As such, we are at the forefront of advocating for sexual and reproductive health and rights from an intersectional lens in national, regional, and global spaces, coordinating with our partners to ensure that diverse experiences, priorities, and voices of the Global South are represented in these spaces.
Throughout the Feminist Futures Free from Violence project, Fòs Feminista and partners aim to enhanced gender equality and empowerment of women and girls and those who have other gender identities in Latin America and the Caribbean, especially in Ecuador, Mexico and Paraguay. By focusing on strengthened prevention and response to gender-based violence in alignment with a theory of change which underlies all the actions, we have identified four key domains of change in which gender power structures operate: 1) Transforming individual beliefs, attitudes, and behaviors; 2) Strengthening SGBV primary prevention at individual, relational, community, and institutional levels to transform cultural norms and practices; 3) Increase access to services and resources, specially the health response to SGBV for women, girls, and those who have other gender identities; and 4) Influencing laws and policies to promote increased government commitment and accountability to prevent and respond effectively to SGBV.
We are also collaborating with Iniciativas Sanitarias from Uruguay in the implementation of the intervention “Thula Sana: Expansion in Uruguay and more beyond its borders”. Early parenting intervention models are helping to prevent gender-based violence. Thula Sana is a home visiting intervention intended to encourage mothers to engage in sensitive and responsive interactions with their babies. The intervention targets pregnant women and mothers of children aged 0-2 years from low-resource settings. The main objective of the Thula Sana model is the promotion of secure attachment linked to the reduction of predictive factors associated with violent behavior in childhood and adult life. Since 2019, the Thula Sana model has been developed in Uruguay, in the capital and in a department in the interior of the country.
Fòs Feminista is currently preparing to submit a final report of the Thula Sana project, looking forward to engaging further funds to replicate this model success with potential transregional expansion.
II. SCOPE OF WORK
2.1 Objective
The consultant will be responsible for drafting a narrative report (10 pages max) covering work carried out from November 2021 to April 2023 and a proposal to expand that work, which will be submitted to the donor by May 31, 2023.
This will involve reviewing and incorporating inputs from Fòs Feminista team members and the organizations we partner with, provided in both Spanish and English, and synthesizing this information to develop a succinct and compelling report.
