The purpose of the Position
The Regional YouthCan! Project Manager (hereafter the Manager) ensures the implementation of the partnership agreement between HGFD, ESAF Regional Office, SOS-Rwanda and SOS-Uganda in terms of programme development-related tasks, processes, grants and project management as well as direct involvement in the dialogue components (Sub-goal 4) of the project. This involves coordination of programme and financial planning, monitoring and reporting, in line with donor and organisational requirements, facilitating learning and exchange, and leading in contract management of the YouthCan!-BMZ financed programme. S/he also supports sharing and cross-learning among the NAs and the international YouthCan! and companies like DHL.
The Manager sets up and supports implementation of the BMZ YouthCan! Project 2021 – 2024 in cooperation with Regional Program Development Advisors, Finance Advisors, Institutional Partnership Development (IPD) Advisors, and the HGFD IPD Program Coordinator. Through technical support, regular monitoring and programme reporting, the manager ensures the smooth implementation of the BMZ Youth Can! Project, in particular the dialogue component, output/Sub goal 4, the core groups/networks and gender and child protection in close cooperation HGFD IPD Coordinator and the exchange between both Countries. The Manager prepares the NA, so that they can handle in the follow up the Multi Actors Partnership Project.

Key Duties and Responsibilities:
Coordination of the BMZ YouthCan! Project; implementing, monitoring and evaluation, reporting
Ensure the preparation of detailed annual implementation plans by the project teams both in Rwanda, Uganda and regional office level, collection of appropriate baseline/ end line and monitoring data as required.
Ensure project implementation and management according to the project plans and the achievement of the goals and results defined in the BMZ YouthCan! Project contract (in particular in the project document, impact matrix and budget), programme quality and compliance of donor requirements of all project interventions throughout the whole project cycle.
‘Flag’ any issues of concern arising from monitoring of BMZ YouthCan! Project activities, to the regional office (PD and IPD) and HGFD and develop and follow-up steering measures if necessary.
Facilitate and support the implementation of the dialogue component (project outcome 4) on building up and working with a core group/network and the dialogue and exchange between the country including the young participants.
Ensure proper communication flow between the NAs, IOR, HGFD and within the federation.
Maintain the BMZ YouthCan! teamsite (intranet) and ensure internal and external communication about the project.
Plan and facilitate (including logistical support and documentation) virtual meetings and regional workshops within the YouthCan! in cooperation with HGFD IPD coordinator and the relevant regional and national offices as well as DHL if needed.
Plan and facilitate virtual exchange meetings within the two NA’s (Uganda and Rwanda) and the international YouthCan! Network.
Support the BMZ/HGFD supported National Associations to define and update (on a yearly basis) activity (and financial) plans based on the goals and results defined in the BMZ Youth Can! Contract.
Coordinate the external evaluation of the BMZ Youth Can! Project in co-operation with the HGFD IPD coordinator and the Regional PD Advisor.
Monitor the project budget utilization in close co-operation with the Regional Finance Office, national finance collegeus and HGFD IPD coordinator; ensure budget consumption based on HGFD and BMZ funding guidelines.
Support the knowledge management component; develop knowledge management guideline together with implementing partners and ensure all files (electronic and paper) are complete, numbered and filed (implementation plans, narrative and financial reports, workshop documentation, audit and evaluations, donor communication & approvals, etc.).
Lead in Donor Contract Management and HGFD Grant Compliance
Lead in preparing, reviewing and modifying memoranda of understanding on grant agreements as needed between the federation (PSA-GSC-NA).
Lead day-to-day aspects of donor reporting processes to ensure the timely submission of high quality implementation plans, narrative and financial reports.
Ensure on the spot budget monitoring. Conduct monthly review of variances & financial reporting, provide feedback to National Project coordinators and HGFD IPD Coordinator on over/under spending and/or other risk areas.
Oversee delivery of the project activities, including donor/PSA compliance, strong MEL, and financial management.
Oversee/ monitor the financial expenditure of the project activities in a collaboration with the finance team and ensure that efficient budgeting and financial reporting (internally and externally) is achieved, and assist in the improvement of these systems
Technical support- Programme Development (PD)
The Regional YouthCan! Project coordinator cooperates with the regional PD advisor in order to link the BMZ YouthCan! Project to the programme developments of SOS CV in ESAF region and with international YouthCan! Developments. Furthermore the PD advisor supports NAs in developing and ensuring programme quality.
Provide and coordinate technical support to NAs (organisational development, M&E, Gender and child protection).
Link with programme development in ESAF region: collect and document existing practices and experiences related to key topics for FS within the region (in particular Community Empowerment in FS, Gender and Child Protection).
Close contact to NAs (visits, regular communication) to provide management and technical support to ensure programme quality, provide quality checks on reporting and support NAs in results based reporting.
Technical support IPD
The Regional YouthCan! Project coordinator supports the local resource mobilization (IPD) and donor partnership building of NAs (Rwanda and Uganda) and the regional level by practical “hands-on support” and staff capacity building.
Main tasks:
Support NAs and the ESAF IPD advisor in scanning and identifying relevant potential donors (especially companies) and development partners within the region and countries.
Support the National Associations and the ESAF IPD advisor to identify suitable projects/programs and develop respective proposals.
Support NAs, the ESAF IPD and advocacy advisor to liaise with potential donors and development partners within the region and countries.
Knowledge, Experience, competencies and skills
A degree or Postgraduate qualification in Development studies, Monitoring & Evaluation, Result Based Management and other relevant fields with more than 5 years of experience in the related field.
Fair knowledge of RBM and its implementation is essential
knowledge of working with community related project is desirable
Solid knowledge and understanding of safeguarding standards of best practice and current thinking/trends concerning working effectively with children and young people.
Perform all assigned child-safeguarding duties in a manner that reflects the highest professional standards.
Must be able to effectively work with new and changing situations including new regulations; where there may not always be a readily apparent solution.
English is a must and French is desirable.
