We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.

OVERVIEW

NP is an implementing organization of the ongoing peace process between the Moro Islamic Liberation Front and the Philippine government. Our mandate for implementing the peace process includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict, including NP team members accompanying hostage survivors to reunite with their families. NP monitors whether conflicting parties are abiding by ceasefire agreements, and it verifies and reports compliance and noncompliance of agreements. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring, unarmed peacekeeping and civilian protection.

To broaden the appreciation and acceptance of Unarmed Civilian Protection (UCP) in the country, NP is working to increase awareness, engagement, and participation by building support at the local, regional, and national levels.

Duty station and respective NPP field areas are as follows:

1) Duty Station: Cotabato City

Possible Area of Responsibility: Cotabato City, Maguindanao, North Cotabato or SOCCSKSARGEN

2) Duty Station: Iligan City

Possible Area of Responsibility: Lanao del Sur, Lanao del Norte or Zamboanga Sibugay

3) Duty Station: Zamboanga City

Possible Area of Responsibility: Zamboanga City, Basilan or Sulu

JOB SUMMARY

The role of the National Protection Officer (NPO) is to contribute in the direct implementation of the project activities in the respective areas of responsibility in accordance with NP’s overall mandate on civilian protection.

KEY RESPONSIBILITIES

Project implementation

  • Responsible for the day-to-day implementation of project activities of the Project in accordance to the work plan and log frame as part of the contract between NPP and donor;
  • Support and assist the Project Coordinator in the engagement and relationship building with relevant stakeholders of project;
  • Support and assist Project Coordinator in the crafting and development of work/activity plans and budget forecasting;
  • Take lead in crafting documentation such as activity reports, activity design, etc related to community engagement, consultation workshop and capacity building activites.
  • Conduct and facilitate community meetings, trainings and dialogues in the project areas;
  • Support and assist the Project Coordinator and team in conducting and facilitating training and seminars for community and project partners ie Civilian Protection – Early Warning and Early Response (CP-EWER), International Humanitarian Law (IHL), Human Rights Law (HRL), Child Protection (CP), Gender Based Violence (GBV);
  • Support team in providing protective accompaniment to vulnerable and at-risk civilians, particularly women and children during and after armed clashes, in order to bring them to safer locations;
  • Support the team in providing proactive presence on the ground, in communities that are under direct threat of violence;
  • Provide liquidations of activity expenses of the project.

Monitoring

  • In consultation with the M&E Officer, develop and devise templates and tools for data collection and analysis related to the project implemented by the field site.

  • Support project/program staff on ways to properly document, organize and capture project progress.

  • Assure files are properly prepared and saved to backup drives

  • Maintain report logs (filing system) of in-progress and/or completed work

Duties Applicable to all staff

  • Actively work towards the achievement of the goals and mandate of Nonviolent Peaceforce.
  • Abide by and work in accordance with Nonviolent Peaceforce values and principles as provided in the Global Employee Handbook and existing policies.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

QUALIFICATIONS AND COMPETENCIES

  • 2-4 years relevant work experience in gender education, civilian protection and human rights.
  • 2-4 years relevant experience in community mobilization and facilitation.
  • University degree in a related field (Social Science, Development Studies, Management, Commerce)
  • Formal training related to peace building, conflict transformation, gender education.

PREFERRED QUALIFICATIONS

  • Certificate or diploma course in gender education,  peace building ad nonviolent peacekeeping
  • NGO/ humanitarian work
  • Post-conflict/conflict area experience
  • Familiarity with the context of Maguindanao and BARMM
  • Experience in community organizing/mobilization
  • Experience in dealing with armed groups, the military and with local and national government officials

SKILLS AND COMPETENCIES

Required

  • Understanding on civil protection and human rights frameworks
  • Understanding of conflict dynamics in Mindanao and Maguindanao in particular.
  • Understanding of the Humanitarian and DO NO HARM principles
  • Knowledge and understanding in peace making, peacekeeping and peace building and social cohesion concepts
  • Report writing skills

Preferred

  • Able to communicate in the local language or dialect
  • Familiarity with the project locations in BARMM
  • Knowledge and understanding of the Normalization process and the different peace mechanisms
  • Resident of Cotabato City or nearby city/municipality
