The Natural Resources Defense Council (NRDC) is an international nonprofit environmental organization with more than 3 million members and online supporters. Since 1970, our lawyers, scientists, and other environmental specialists have worked to protect the world's natural resources, public health, and the environment. For over two decades, the NRDC has worked in China as a thought leader and trusted adviser to our partners. With a highly effective team of more than 40 members based in our Beijing office, we have worked hard at both the national and local levels to recommend, develop, and support the implementation of innovative laws, policies, technologies, and market tools that curb pollution and accelerate China’s transition to a clean, low-carbon economy. NRDC's Beijing Representative Office is registered under the Beijing Municipal Public Security Bureau and supervised by the National Forestry and Grassland Administration of China in accordance with applicable laws.
NRDC is seeking a Project Manager to work with the China Climate and Energy team in our Beijing office.
Position Summary
The Project Manager will be responsible for the design and implementation of NRDC’s subnational energy transition strategy. Serving as the principal liaison to national and local research and government entities, this Project Manager will collaborate with partners to conduct rigorous policy research and ensure quality, timeliness, and efficiency of all research products and outreach activities.
Responsibilities
Strategy Development
- Lead the development and implementation of a provincial strategy driven by local needs and circumstances in support of coal reduction and energy transition efforts in the province.
- Develop annual work plans setting our research projects and activities in the province, and update the work plans as needed to reflect target deliverables and outcomes.
- Contribute to annual budget development.
Project Management
- Identify and cultivate partners and stakeholders for provincial coal reduction and energy transition efforts, including research institutes, policymakers, industry and business leaders, and other experts in the field.
- Support and provide guidance to partners in preparing research proposals, budgets, contracts, and compliance materials.
- Work with partners to deliver high-quality, impactful research products with concrete real-world economic, environmental and policy relevance.
- Take the lead in monitoring and evaluation of provincial research projects. Organize expert review meetings and provide feedback and guidance to partners to improve research quality. Monitor and report on performance and propose creative solutions to challenges as they arise.
- Provide input for progress and financial reporting to funders in an accurate and timely manner, and ensure execution of contract deliverables according to plan.
- Provide effective staff management as needed.
Research and Advocacy
- Provide expert analysis and take the lead in drafting policy notes and technical reports on provincial coal reduction policies and recommendations, taking into account research from project partners.
- Represent NRDC in conferences and workshops to introduce and explain research findings and recommendations for provincial energy transition.
- Work closely with the Communications team to effectively communicate research findings to stakeholders through reports, blogs, articles and other means.
- Keep up-to-date on the latest developments in energy transition in China and internationally and their relevance for provincial coal reduction and energy transition efforts.
Development
- Participate in and contribute to fundraising efforts for programmatic work in targeted provinces.
- Support the team leader in cultivating and maintaining effective relationships with donors, partners, and decision-makers.
Qualifications
- Master’s degree in energy, environment, business/public administration, or a related field (or bachelor's degree with 3 additional years of relevant experience).
- Minimum of 5 years of relevant, full-time work experience related to energy and environment.
- Strong research, writing, and speaking skills in both Chinese and English.
- Extensive knowledge of China’s clean energy development and climate change policies, as well as the ability to conduct in-depth data and policy analyses.
- Strong interpersonal and cooperative skills, as well as the ability to work well with policymakers, research institutions, universities, companies, and other NGO partners.
- Ability to efficiently and independently perform various tasks in a fast-paced work environment.
