Climate Fund Managers (CFM), on behalf of Climate Investor 2, and Flexeau S.A. (Flexeau) are together seeking to develop and optimise a network of rural water supply in Senegal (the Project).
The Project Manager (PM) will coordinate and direct development activities. The role will be based in Dakar and be supported by various technical/commercial support staff in head office, and by financial and Environmental and Social (E&S) staff in the Climate Fund Managers B.V. (CFM) office (Cape Town).
The PM will safeguard the interests of the SPV and promote the achievement of Financial Close (FC) and completion of the Project up to Commercial Operation Date (COD).
During development, the PM will report to the SPV Management Committee (MC), which will consist of CFM and Flexeau representatives. During construction, the Management Committee will be replaced by either a CEO or a Board.
Responsibilities
Pre-Financial Close
- Manage the SPV on a day to to day basis including hiring of staff.
- Prepare and roll out the development plan and budget within the requirements set by the MC.
- Co-ordinate the interface with the Technical, E&S and other advisers.
- Participate and coordinate the negotiations of all project documents, including project specific, e.g. EPC contracts, affermage contract, etc.
- Assist in the drafting and provision of Terms of References (ToR) or Scope of Works (SoW) for service providers.
- Assist with the evaluation and assessment of proposals from project service provider consultants, advisors, vendors, etc.
- Prepare documents, reports and memo as required by MC, external advisers and SPV staff.
- Assist with local supervision and monitoring of any works on the site pre-FC (Early Works).
- Advise, review and monitor together with the Management Committee (MC), the execution of any feasibility related studies, the ESIA, required approvals, and project-relevant advisor workstreams.
- Liaise with technical consultants and in-house team on engineering and design issues.
- Liaise with the technical consultants, ESG team [internal and external] and pay special attention to H&S regulations and technical design of H&S control measures for implementation during construction and eventually operations.
- Elevate H&S to a number one priority and ensure policies, regulations, compliance and H&S control measures are adhered to and applied across the project.
- Assess the Project site(s) and raise potential risks to the Project team and MC.
- Review the technical and E&S reports / aspects of the project, review contracts, pricing and all other project components. Highlight weaknesses, flaws or deficiencies in order to recommend improvements or mitigation to the MC and/or the project team.
- Support land lease agreement negotiations to finalisation.
- Liaise with the E&S team to ensure compliance with all environmental and other permit requirements.
- Attend and provide input, insights, assistance, guidance and advice as the case may be, in meetings, calls and discussions with relevant stakeholders (Ministries, Shareholder Meetings, etc).
- Review and provide inputs and assumptions to the financial advisors for the bankable financial model.
- Support with queries from the various advisers (such as project insurance, legal and tax).
- Ensure that all technical aspects of the Project meet with typical investor compliance standards.
- Prepare regular reports, updates and risk matrixes concerning project development progress for the MC.
- Develop, track and report (to the MC) the Project program, timetable, milestones, and budget, and assist the MC in obtaining the most current assessment of required KPIs.
- Ensure that all documentation on the Project is carefully and correctly maintained and store documentation as per the data storage protocol.
- Any other tasks not aforementioned and approved by the MC, that assist in bringing the Project to Financial Close.
Post-Financial Close / Construction
- Together with the SPV team and/or Owner’s Engineer ensure the construction budget and program is adhered to.
- Together with SPV team ensure that the Contractor meets all their contractual obligations and requirements.
- Lead, support, guide and act as interface between key stakeholders and the Project
- Prepare reports, updates and risk matrixes concerning project installation progress for the MC and Board.
- Assist, guide and supervise the Owner’s Engineer to ensure that the SPV and Contractor’s scope of work is executed as agreed.

- Elevate H&S to a number one priority and ensure policies, regulations, compliance and H&S control measures are adhered to and applied across the project.
- Together with HSSE Manager ensure that all social, stakeholder, community and political engagement is executed according to the various plans and strategies.
- Represent the Project SPV in negotiations, talks and discussions that require relevant input and coordination.
- Escalate issues to SPV management as necessary.
- Manage SPV inputs to claims related to insurable events.
- Oversee, assist and supervise SPV personnel or seconded personnel in their tasks concerning the project construction and operations.
- Oversee all matters pertaining to HSSE and report on all HSSE matters to the MC / Board.
- Monitor the SPV company policies and recommend amendments where appropriate.
- Any other tasks not aforementioned and approved by the MC and Board, that assist in achieving the base case and COD to the targets agreed at FC.
Direct Reports
- The PM will report directly to the MC/Board and or CEO of the SPV, depending on structure.
- The PM will have/develop various subordinates (part- and full-time) throughout the project related to construction, operations, finance, community liaison, office administration, and E&S.
Qualifications & Experience

25 years of experience in project management on infrastructure projects including development and construction.

Working experience in water projects, contracting, O&M of water supply projects and revenue collection in West-Africa.

Capable of effectively enforcing contractual conditions and interfacing with all key stakeholders.

Lead the interactions with the relevant authorities.

Manage the day to day operation of a small project company.

Communicate fluently in English and French, both verbally and in writing

Work fluently with computers and in an online setting.

Experience with rural water supply, NRW, pipelines.

Knowledge and understanding of [Environmental & Social Governance, water quality, ground water]
