About the Program

The Community Media Fund (CMF) is a project of the Bloomberg Media Initiative Africa (BMIA). The CMF seeks to improve citizens’ access to relevant information that enables the public to support policies and practices that drive inclusive economic and human development locally, nationally and regionally.

The purpose of the CMF project is to elevate voices from marginalized communities through the development and advancement of citizen and community reporting on financial and economic issues. The project seeks to enhance the financial literacy of citizens, improve their access to relevant data and strengthen the capacity of community media to further governance and public and private accountability through improved analysis and reporting. Additionally, CMF aims to build capacity and seed innovative projects to take programs to scale, ultimately strengthening community media and relevant civil society organizations.

Hivos, Hub East Africa administered the CMF’s first phase (2017-2021) in Kenya, Nigeria, and South Africa. Hivos was responsible for the overall fund management, grantee identification, organizing linking & learning events and support to grantee_._

Hivos will administer CMF’s second Phase (Rounds 3 and 4). This phase will include a round of environment reporting grants dedicated to COP 27. It is anticipated that the expanded project will cover Kenya, Nigeria, South Africa, Zambia, Egypt, Tunisia, Senegal, Ivory Coast, Ghana, and Tanzania for a period of 36 months.

Job Context

Preferably a bilingual (French/English) and responsible for day-to-day activities and management of the project, provide overall project leadership, delivery of capacity building activities direct project policy development and donor relations.

Responsibilities

1. Result Area: Delivery of project results

Result Description: Coordinates the implementation and coherence of the project; secures stakeholder/donor satisfaction through implementation according to contracts in terms of results, budget and competencies; coordinates the project management system in which monitoring and reporting on progress in results, finances and allocation of human resources are up to standard.

Result Indicator: Degree of results, billability and cost recovery

2. Result Area: External positioning

Result Description: Is the project’s ambassador; applies account and partner management with donors and stakeholders, promotes Hivos’ agenda in professional forums by sharing and profiling practice-based results and experiences and sets the quality standard either personally or by delegating this to project staff, and proposes and delivers sustainable solutions.

Result Indicator: Recognition as leading actor and innovator ; increased project visibility

3. Result Area: Quality improvement

Result Description: Maintains and updates learning agenda across the project, stimulates internal and external knowledge exchange and integrates learning into the sector practice

Result Indicator: Increased customer satisfaction levels

4. Result Area: Leadership & programme management

Result Description: Leads, motivates, trains, appraises, guides and inspires staff and enables effective teamwork, achieves objectives and works according to Hivos’ guiding principles.

Result Indicator: Staff satisfaction/development

Qualifications

  • Master's degree in Communication Studies, Media, International Development, Social Sciences, or related area.
  • Over 5 years professional experience in project coordination or management
  • Preferably bilingual (French/English)
  • Proven experience implementing and managing multi-nation projects.

Experience and skills

  • Proven experience as a project team leader on national and regional governance programs preferably on media; transparency; freedom & accountability; open governance; anti-corruption; climate justice; democratic governance and human rights based approaches.
  • Demonstrated experience in project design, strategic planning and implementation
  • Track record in project management and administration
  • Strong knowledge of key media development, transparency and accountability , freedom of expression, climate justice issues in Africa
  • Exceptional project management skills including; finance, budgeting, managing staff, planning, donor-management.
  • Strong networks within the media fraternity (journalists, government, media development CSOs, commercial and community media houses)
  • Proven experience of providing coordination and technical support to similar programs in Africa involving coordination with multiple partner institutions, including delivering at pace and managing demands from multiple stakeholders.
  • High level of leadership, interpersonal, communication, technical and analytical skills, including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.
  • Demonstrable experience in implementing learning and sharing information with a wide range of stakeholders
  • Experience in applying an adaptive management approach.
  • Strategic thinker, able to link operational learning to wider program outcomes.
  • Have strong interpersonal skills, time management and organizational skills, proficiency in Microsoft Office and professional proficiency in English, fluency in French is an added advantage.
