SUMMARY
Cuso International (Cuso) is a development organization that works to reduce poverty and inequality through the efforts of highly skilled volunteers, collaborative partnerships and compassionate donors. Cuso is currently implementing the Sustainable Colombian Opportunities for Peacebuilding and Employment (SCOPE) project (Empleos para construir futuro) in Colombia funded by Global Affairs Canada (GAC). SCOPE provides skills training and job placements for at-risk youth, women, victims of the conflict, returned Colombians and Venezuelan migrants to increase their access to the labour formal market in seven major Colombian cities: Soacha-Bogotá, Medellín, Cali, Cartagena, Barranquilla, Buenaventura and Quibdó. In 2022, key components of SCOPE model’s will be scaled-up in Colombia and replicated in Ecuador and Peru. Reporting to the CR, Peru the PM will be responsible for the implementation of activities under SCOPE in Lima-Callao, Arequipa and Piura in Peru, including managing a small team, partnership management and annual work planning.
KEY RESPONSIBILITIES AND DELIVERABLES
Project Management, SCOPE
- In coordination with local team, ensure effective replication of key components of the SCOPE model in Peru with implementing partners (IP) and key stakeholders, including organizing trainings with Colombia and Ecuador teams when needed.
- Lead development of annual work plans and budgets working closely with local team, CR, Finance Officer, implementing partners (IP) and Finance Team at Cuso Headquarters (HQ).
- Oversee implementation of activities according to annual work plans and budgets as well as identify mitigation strategies when necessary.
- In coordination with Regional Monitoring, Evaluation, Accountability and Learning (MEAL) Manager, implement SCOPE’s MEAL system in Peru, including tracking and evaluating progress of indictors and targets.
- Support development of mid-year and annual reports for GAC, including collecting data/information from IP.
- Maintain strong relationships with IP, including regular check-in meetings with each IP and review of progress of activities.
- Mobilize broad support for SCOPE in Peru by developing partnerships with a range of stakeholders, including local and national government, private sector and civil society.
- Coordinate implementation of communication strategy in coordination with IP and Cuso’s Communications Team based at HQ and the SCOPE Communications Team.
- Analyse and maintain strong understanding of socioeconomic integration of the Venezuelan migrant population in Peru, with focus on advancing inclusive employment agendas for vulnerable populations.
- Seek out and actively participate in national and regional networks, alliances, meetings and forums pertaining to SCOPE and where possible champion/represent SCOPE with key stakeholders.
- Ensure that SCOPE activities include Cuso’s gender and social inclusion commitments as outlined in the Gender Equality Policy, Strategy and Approach, hereby collaborating with the SCOPE Project Manager, Gender Equality and Social Inclusion.
- Participate in regular planning meetings with SCOPE team in Colombia and Ecuador.
- Ensure SCOPE accountability to local beneficiaries and other stakeholders.
- Support on the internal mid-year and annual reviews, impact evaluations and external project evaluations.
- Foster a positive, respectful, fair and participatory work environment for local team free from harassment, motivating them to actively participate towards achieving Cuso’s goals.
- Ensure that Cuso’s performance management culture and inclusive values are understood and respected within the local team and that each staff receives adequate feedback and support to promote successful performance and high levels of employee engagement.
Other
- Fulfill other responsibilities, as required by the CR, Head of Program, Latin America and the Caribbean and Chief Financial Officer from time to time.
- Regular travel within Peru, particularly Piura and Arequipa, and internationally when required.
POSITION REQUIREMENTS
Education
- University Degree in a relevant field, preferably at master’s degree level.
Experience
-
At least five (5) years’ experience implementing and managing large bilateral funded projects, with specific experience on the development of annual work plans and budgets as well as demonstrated experience implementing and managing MEAL systems.

Excellent understanding of the Project Cycle with at least three (3) years’ experience planning, monitoring and implementing large development projects

Proven experience developing mid-year and annual reports for international donors, including collecting data/information on results achieved and progress made

Experience maintaining strong relationships with project partners, including experience with local and national governments, private sector and civil society.

Proven experience working with GAC and/or other international development agencies and donors, such UN agencies (e.g., UNHCR), USAID and the European Union.
Knowledge
- Strong knowledge of program/project management cycles.
- Significant knowledge of MEAL systems and frameworks.
- Strong knowledge of the development context in Peru and Andean Region, including inclusive employment, migration and women’s empowerment.
