Overview of the Position

Social Solutions is seeking a Project Director (PD) for an anticipated USAID-funded General Support Services (GSS) Institutional Support Contract (ISC) under the OASIS IDIQ contract mechanism. The PD is a key position and is expected to serve as an upper-level management official on the contract. The PD is an on-site position, based in Washington, D.C. Telecommute work schedule might be considered on a case-by-case basis and such request must be approved in advance by USAID.

The ideal PD candidate is an experienced project manager with at least seven (7) years of successful track record managing government contracts and supervising staff on multi-million-dollar, donor-funded projects, specifically with USAID, having extensive knowledge of USAID programs and budget cycles. The incumbent must have sufficient understanding of technical areas supported by USAID’s Bureau for Development, Democracy, and Innovation (DDI) to closely monitor the work of staff, ensure quality control, and facilitate coordination across the technical experts working under this contract. The PD will also have knowledge of foreign assistance programs, in addition to strong organizational, communication, writing and analytical skills to effectively interact with USAID program and contracting officials. The PD must be knowledgeable of USG Standardized Regulations, USG budgetary and financial reporting requirements, and have knowledge of USG security clearance processes.

Essential Duties and Responsibilities

The PD will provide overall strategic direction, management oversight, and will ultimately be responsible for ensuring activities performed under the contract meet the expectations as described in the solicitation document. The PD serves as the primary point-of-contact (POC) for the Contracting Officer’s Representative (COR) for all contractual matters and is expected to be accessible and available full-time during USAID business hours (40 hours a week) to meet with the COR and resolve any issues as necessary. The PD is the main liaison between Social Solutions and USAID’s POC.

Requirements

  • Bachelor’s degree in business administration, management, human resources, project management, public administration, or a related field. Master’s Degree preferred.
  • Seven (7) years of experience in human resources management. Experience working in a developing country context is desirable.
  • Demonstrated track record of success in managing staff members and program teams toward the achievement of shared goals is required.
