Project Coordinator - Inspiring Youth Changemaker

PURPOSE OF THE POSITION

The Inspiring Youth Change Maker Project Coordinator will be responsible for the successfully implementation of Youth Change makers project in Lautem working closely with the implementing partner and youth CSO’s, and ensure quality activity planning, implementation, monitoring and budget management and execution. The Youth Project Coordinator will provide technical and compliance support to implementing partner to ensure the project is implemented in accordance with ChildFund and donor requirements. The Youth Project Coordinator will supervise one or two  project Field Officers in the delivery of field activities, M&E data collection, follow up on project participants (Changemakers) and support reporting. This position will build strategic relationships within the sector and ensure all relevant actors at national, municipality and Post Administrative levels are appropriately involved/consulted as needed.

KEY DUTIES

• Responsible to coordinate the successful implementation of the youth changemakers project: ensure activity planning, implementation, Monitoring, and budget management, while ensuring documentation and reporting requirements are met.
• Provide supervision and strengthen coordination with the projects staff and implementing partner regarding quality of activity implementation, monitoring and creative problem solving.
• Conduct capacity assessment and carry out capacity building of youth groups and youth CSO’s in alignment with the project design framework, in collaboration with the implementing partner
• Ensure all relevant actors at municipality and post administrative levels are appropriately involved in the project implementation and ensure effective coordination with Lautem Youth Centre and Secretariat for Youth and Sport.
• Represent Child Fund Timor Leste in relevant technical working groups for youth engagement and build strategic relationship within the sector at national and district level
• Provide supervision and support to the Field Officer in all aspects of activity implementation, monitoring and evaluation, problem solving.
• Promote and integrate gender equality, disability, and social inclusion into day-to-day work
• Strengthen local partnerships and/or relationships, e.g., through capacity sharing to support localisation
• Proactive collaboration with other teams (Finance, Operations, HR Admin, MEL and Communication),
• Maintain Quality project data, ensure MEL database is up to date in coordination with the MEL team
• Provide technical and compliance support and ensure the project is implemented in accordance with the project design, ChildFund and donor requirements.
• Provide technical oversight and recommendation for adjustment of project design / specific activities to address emerging issues.
• Perform other duties as directed by your direct supervisor, relevant to your skills and experience

QUALIFICATIONS & EXPERIENCE

• University in development studies, education, social science or equivalent.
• At minimum 5 years’ experience on demonstrating project management success with INGO particularly managing youth resilience or women empowerment projects.
• Experience on collaborating with local partners, building staff’s capacity, providing mentorship, support, coordinating multiple tasks and successfully ensuring delivery of project activities to achieve results.
• Strong capacity building, facilitating training, community engagement and mobilization skills.
• Strong capacity on Project Cycle Management, including managing and controlling a project detailed implementation plan, project budget, MEL and reporting.
• Strong capacity on people and partnership management.
• Strong computer skills and familiarize to Microsoft Office (particularly on Ms. Word and Excel) and internet applications.
• Fluently in English, Tetum and Fataluku will be prioritized.
• Positive and supportive attitude and have the willingness to support overall goals of Child Fund Australia in Timor Leste.
