Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.

OVERVIEW

NP is an implementing organization of the ongoing peace process between the Moro Islamic Liberation Front and the Philippine government. Our mandate for implementing the peace process includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict, including NP team members accompanying hostage survivors to reunite with their families. NP monitors whether conflicting parties are abiding by ceasefire agreements, and it verifies and reports compliance and noncompliance of agreements. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring, unarmed peacekeeping and civilian protection.

To broaden the appreciation and acceptance of Unarmed Civilian Protection (UCP) in the country, NP is working to increase awareness, engagement, and participation by building support at the local, regional, and national levels.

Duty station and respective NPP field areas are as follows:

1) Duty Station: Cotabato City

Possible Area of Responsibility: Cotabato City, Maguindanao, North Cotabato or SOCCSKSARGEN

2) Duty Station: Iligan City

Possible Area of Responsibility: Lanao del Sur, Lanao del Norte or Zamboanga Sibugay

3) Duty Station: Zamboanga City

Possible Area of Responsibility: Zamboanga City, Basilan or Sulu

JOB SUMMARY

The role of the Project Coordinator is to provide technical oversight and facilitating the planning, implementation, monitoring and evaluation of NPP’s specific project according to the Project Contract between NPP and the donor and in accordance with NPP’s overall mandate on civilian protection.

He/she may be assigned in a specific field area depending on the project location. Generally, this post is for main office, hence he/she will be assigned automatically in Cotabato City.

KEY RESPONSIBILITIES

Strategy Implementation

• Act as the lead implementer for the project reporting directly to the Program Manager;
• Ensure that the program activities are implemented in accordance to IOM agreement and in compliance with NPP’s standard operational procedures and guidelines, and within the defined allocated budget;
• Prepare monthly activity plans and budget forecast for the implementation of project activities;
• Consolidate monthly and quarterly reports ensuring strict reporting standards are followed;
• Assist the M&E Officer to monitor and assess the effectiveness of the project activities and prepare donor reports as well as quarterly and annual report to NP HQ;
• Support the Program Manager in organizing and coordinating the overall operational activities of the project;

Staff Management

• Provide regular support and supervision to the project staff under the project, including guidance in formulating work plans on a weekly and monthly;
• Recommend measures and responses to challenges faced by the project team in the course of implementation of the project.
• Initiate and conduct project management team meetings at least monthly or as needed.

Representation and Networking

• Represent NPP to IOM in monthly meetings and regular communication;
• Act as the NPP contact person to liaise with field staff, the donor, and other partner organizations involved in the project;
• Represent NPP at relevant conferences, seminars and other stakeholders’ meetings, particularly those directly related to project;
• Network with other groups, organizations and institutions within the project area geographical coverage and explore avenues for cooperation while upholding and adhering to NPP’s principles of nonpartisanship, neutrality and impartiality.

Internal Coordination

• In consultation with the Program Manager, ensure effective coordination, communication and collaboration on a daily basis with the CPC staff in the Cotabato office while ensuring this is replicated at the field level;
• Coordinate with the Safety and Security Manager regarding security issues and updates on a weekly basis, and integrate these into project planning activities;
• In coordination with the Program Manager and the respective Field Coordinator, facilitate field visits of NP staff, donors, external partners, media and other key relevant visitors;
• Supervise and finalize the liquidation report for the donor on monthly basis supported by the Program Manager, the Finance department and field team.

Duties Applicable to all staff

• Actively work towards the achievement of the goals and mandate of Nonviolent Peaceforce.
• Abide by and work in accordance with Nonviolent Peaceforce values and principles as provided in the Global Employee Handbook and existing policies.
• Perform any other work-related duties and responsibilities that may be assigned by the line manager.

QUALIFICATIONS AND COMPETENCIES

• Minimum three (3) years relevant work experience in civilian/humanitarian/child protection and human rights.
• Experience in project planning, implementation, supervision, monitoring and evaluation
• University degree in a related field (Social Science, Development Studies, International Relations, Management, etc.)
• Formal training on protection of children
• Formal training related to peace building, conflict transformation, and civilian protection and human rights
• Strong commitment to the safety and security of civilians, human rights and racial justice and mission of the organization.

SKILLS AND COMPETENCIES

• Report writing skills

• Skills in project planning, implementation, monitoring and evaluation.

• Understanding on civil protection and human rights frameworks

• Understanding of conflict dynamics in Mindanao and Maguindanao in particular.

• Understanding of the Humanitarian and DO NO HARM principles

• Knowledge and understanding in peace making, peacekeeping and  peace building and social cohesion concepts

• Decision making and analytical skills

• Ability to set priorities, solve problems and analyze data.

• Must be able to work independently and with a diverse group of colleagues.

• Good skills in Microsoft Office applications; IT hardware skills a definite asset.

• Able to communicate in the local language or dialect

• Understanding of the radical violent extremism movement in Mindanao

• Strategist & critical thinking skill

PREFERRED QUALIFICATIONS

• Post-graduate degree in Law, Human Rights, peace building & conflict mediation and/ or management
• Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping.
• NGO/ humanitarian work
• Post-conflict/conflict area experience
• Exposure to conflict context in Maguindanao/Lanao/ZAMBASUL
• Experience in community organizing/mobilization
• Experience in dealing with armed groups, the military and with local and national government officials
• Resident of Cotabato City or nearby city/municipality
• If not a resident, willing to relocate in Cotabato City
