About the opportunity
SWCA Environmental Consultants is actively seeking resumes from qualified, driven individuals for a Project Compliance Monitor.
The person in this position will be responsible for assisting/managing a team of environmental professionals in helping our clients maintain environmental compliance with Federal, State, County and Local permit conditions and reporting requirements on large scale construction projects, including O&G, transmission, transportation, and renewable projects. The person in this position will work closely with the contractor, client, resource monitors, environmental inspection staff and agency representatives to ensure compliance with permit requirements and mitigation plans throughout the pre-construction, construction, and post-construction/restoration phases of the project.
This position will also be responsible for identifying and pursuing new and repeat business opportunities. In addition, the person in this position will assist in recruiting high-quality temporary staff, including both Environmental Inspectors and Compliance Monitors.

What you will accomplish
- Demonstrates strong technical and regulatory knowledge related to environmental resources management and construction procedures for multi-discipline projects
- Leads compliance projects/tasks from start to finish, with guidance (PM for medium projects or Task Lead for large projects); serves as most senior SWCA representative in the field
- Responsible for financial performance and schedule of the project and negotiates staff and subcontractor costs to meet budget
- Designs field approach/plan and leads project staff in overall project completion
- Assigns and communicate technical needs and project tasks to project team members
- Manages workflow, data flow, and scheduling
- Communicates with construction and client representatives in the field and/or at project meetings to determine necessary tasks that require monitoring as applicable to permit conditions, memorandums, and/or applicable project documents independently
- Designs and leads trainings
- Reviews and tracks variance requests
- Oversees and performs QA/QC, organization, and tracking to ensure project requirements are met
- Manages quality and completeness of data collection and report completion from start to finish
- Prepares management plans and permit applications (e.g., SWPP plans, SPCC and other spill response plans, dewatering permits, discharge applications, etc.)
- Performs mid-level technical peer review of documents
- Is an active member in technical/industry organizations
- Adeptly interfaces with clients and agencies related to specific tasks to ensure needs and objectives are met; serves as a point of contact in the field for client PM, contractor superintendent, regulatory agency personnel, and third-party inspectors
- Represents SWCA at client and agency meetings in the field
- Advises clients on project strategy
- Identifies opportunities for repeat and new business
- Contributes to technical standards for sub-region
- Prepares draft scopes and budgets for mid-size projects, or contributes to large proposals
- May supervise; coaches others within the office
- Prepares and ensures implementation of the safety plan
- Builds and maintains relationships with regulators and client PMs
Experience and qualifications for success
- Must possess a strong knowledge in restoration monitoring.
- Must demonstrate a thorough understanding and background in environmental monitoring and inspecting as typically demonstrate through 5 or more years of experience in a progressively responsible capacity performing environmental inspection activities.
- Proven familiarity with soil erosion control and best management practices (BMP) for installation and maintenance. Must also demonstrate familiarity with local agricultural resources.
- Must possess strong communication skills to effectively communicate with internal and external stakeholders on an ongoing basis. Must possess strong personnel management skills to effectively manage and coordinate environmental inspectors and resource monitors during construction

An employee in this Sheridan, WY - based position can expect a hourly rate of $36.00 - $46.00/hour . Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
