PROGRAMME OFFICER – COAL TRANSITION COMMISSION, LONDON, BRUSSELS OR BERLIN

The advertised position is with the Powering Past Coal Alliance (PPCA) Secretariat, hosted by E3G and will be based in one of the E3G offices in London, Brussels or Berlin. The successful candidate will support the work of the Coal Transition Commission and the broader PPCA work on private finance.

Background

The Powering Past Coal Alliance (PPCA) is a global coalition of national and subnational governments, businesses and organisations working to advance the transition away from unabated coal power generation.

The PPCA Secretariat is the host of the Coal Transition Commission Secretariat. The Coal Transition Commission is one pillar of the Coal Transition Accelerator initiative launched by France in the presence of several partner countries and international financial institutions at COP28 in Dubai. It will be composed of representatives from governments and non-governmental organisations (international institutions, private sector, think-tanks, CSOs). The role of the Commission is to propose options and solutions to unlock new sources of public and private financing for transitioning the existing unabated coal fleet, especially in emerging and developing economies.

You will be part of a highly dynamic, impact-driven international team of the PPCA Secretariat. You will also have an opportunity to closely collaborate with the government of France and the Alliance’s co-chairs, the governments of Canada and the United Kingdom.

Key Responsibilities

  • Support in implementing the strategy of the Coal Transition Commission by engaging with members of the Commission and its expert group.
  • Support the development and implementation of the PPCA’s strategy for mobilising existing finance members to advocate for the transition of private finance away from unabated coal.
  • Support engagement with potential new finance members around the PPCA Finance Principles, identifying synergies between the work of the Commission and the PPCA Secretariat.
  • Engage with CTC partners to ensure timely delivery of a range of products including reports and briefings.
  • Assist with organisation and delivery of meetings of the Coal Transition Commission.
  • Support ad-hoc operational tasks, as required.

Person Description

We are looking for an ambitious professional keen to develop their engagement and project management skills a with demonstrated experience working internationally and engaging government stakeholders. You will need to be able to think creatively, deliver at pace, and support the management of diverse coalitions of government, expert and public and private finance stakeholders.

Experience and Skills

Essential Experience:

  • Experience working on the energy transition and climate issues.
  • Demonstrated interest in the core mission and values of the PPCA.
  • Highly organised with the ability to plan, prioritise, multi-task, and meet deadlines.
  • Strong problem-solving and interpersonal skills.

Desirable Experience:

  • Experience working with Multilateral Development Banks and private finance institutions.
  • Experience of engaging with financial institutions in emerging markets and developing economies.
  • Experience in international environments, particularly working across diverse cultures and time zones.
  • Additional language skills welcome, especially French.

  • E3G offers a reward and benefits package which compares well with other organisations within our sector. The indicative salary range in the UK for this position is ₤40,500 - £45,675, Brussels €44,000 - €49,500 and Berlin €45,000 - €50,450 dependent on experience.

E3G is unable to provide any relocation assistance to candidates who would need to move in order to take up this position. Occasional international travel may be required from time to time. E3G will require candidates to demonstrate that they have the right to live and work in relevant E3G office location.
