Context and role
E3G’s new centre for political economy of climate change is powered by a climate-focused political economy mapping methodology (PEMM) to bring a step change in the political economy capabilities of the climate community. At our new Climate Transformation Hub, we will bring together analysis in a knowledge platform and connect stakeholders to drive ambitious climate strategies and action.
With experience in 30 countries and multiple sectors, E3G is now working with partners to scale and professionalise capability for core political economy analysis with a research and analysis programme spanning up to 20 countries in the next 3 years, along with convening, training and capacity building, strategic advisory support and thought leadership.
This is an exciting opportunity to play a key role driving the international development of E3G’s new hub to create an international programme of political economy research in key countries and sectors and build the team, partnerships, networks and a community of practice to connect analysis to action. About you
You will bring a strong track record of leading and managing projects, programmes and initiatives ideally in international settings and working with multiple stakeholders in government and civil society. Ideally you will have significant experience working with research and analysis and creating products and processes designed to provide insight to inform strategy and influence.
Whether you gained experience in government, the private sector or a think tank, you will bring a strong understanding of how national and sectoral context and international dynamics inform government choices about climate action. You know the value of structured analysis to help stakeholders align political choices with climate targets and accelerate climate transitions in economic sectors, institutions and societies. With your strong team, stakeholder and project management skills, you will be ready to take the next step in your career and contribute to building and scaling a vital international programme.
Key Responsibilities
The Programme Leader, Political Economy and Climate Change will lead and manage the centre for political economy of climate change. Based at E3G’s London base, the role will work internationally to develop a team, partnerships and networks and build a base of country, thematic and sectoral political economy analysis with coverage of major developed and emerging economies critical to climate action. Working across E3G, you will engage with our networks of governments, diplomacy and international and national civil society to connect analysis to action. Working closely with E3G leadership, you will contribute to the forward strategies and development of the centre.
The key job responsibilities for this role are:
Ensure overall design, coherence, planning, delivery and evaluation of a programme of research and analysis, together with the set of products and processes that connect analysis to impact and influence.
Contribute expertise and thought leadership in E3G’s political economy work, with focused expertise in one or more areas.
Establish and monitor annual work plan of projects and deliverables linked to clear outcomes, ensuring adequate resourcing levels and risk management.
Provide quality control in delivery of outputs and guide and direct team on evidence-base/analytical requirements.
Expand an international team of staff and associates, and lead, manage and develop high-functioning and well-supported team members in a positive, collaborative team environment.
Develop research partnerships and networks internationally and in key countries.
Develop and manage relationships with individuals in a range of stakeholders and partners.
Represent E3G externally with partners, senior policymakers, funders and in public.
Plan and monitor finances and budget of programme activities and ensure timely and effective reporting internally.
Contribute to development and fundraising, including funder engagement and reporting.
Support monitoring, evaluation and learning in the programme, network and across E3G.
This post reports to the Associate Director, Political Economy and Governance. The role participates in E3G’s Programme Leader Group contributing to organisational strategy, management and culture and peer support.
Experience and Skills
The successful candidate will have:
At least 10 years of senior-level experience in identifying and delivering strategic priorities for a portfolio of work that includes multiple projects, providing oversight, sound judgement and guidance to colleagues as well as taking a practical role in delivery
Advanced understanding and experience in working on climate change issues and solutions as well as deep decarbonisation strategies and policy, and ideally a track record of thought leadership relevant to political economy and governance
Excellent stakeholder management skills including experience of convening and chairing discussions, engaging with high-level policy stakeholders, and understanding how cooperative arrangements can be used in governance spaces
Previous team management experience including experience of line management, delegation, team building, remote management, and performance management
Previous grant management, project management and programme management experience
Excellent written and spoken English, and knowledge of another European and/or G20 language desirable.

This role is based in E3G’s London office. E3G offers flexible working arrangements and operates a hybrid working approach. We are open to exploring optimal working arrangements with the successful candidate. International travel is required as part of this role.
E3G will require candidates to demonstrate that they have the right to live and work in the jurisdiction in which E3G employs them. E3G is unable to provide relocation assistance or visa support.
A remuneration package competitive with the non-profit sector will be offered. Salary is up to £58,000 per annum depending on experience. Benefits include 25 days of paid leave plus additional leave between Christmas and new year; travel and hospitalisation insurance; generous pension contribution.
