E3G is looking for Programme Leader to lead a new programme for EU politics and governance. The role will be central to shaping and delivering E3G’s strategy at EU-level, and building our engagement in key Member States. The preference is for the role to be based E3G’s Brussels office.

Background

Building a climate safe world requires aligning different forces in society to create the laws and institutions necessary to drive change. In the EU, E3G aims to build the political conditions necessary to drive action towards a safe climate in EU institutions and national governments. E3G’s Political Economy and Governance (PEG) work sets out to understand how countries’ economic conditions interact with their political system to produce decisions on climate change.

The time is right for E3G to set up a programme for EU politics and governance. EU climate action is no longer the sole focus of climate or energy ministries and is increasingly driven by frequent discussions at the highest political level, and requiring a stronger political focus. Climate governance will need to evolve into climate social and economic governance to be effective, with E3G well positioned to lead the shift in the EU’s climate governance community. E3G’s growth in size and scope have also increased significantly the need for coordination, messaging, and value creation.

E3G is looking for an individual with a deep understanding of EU politics and policies, as well as E3G’s value add and ways of working, to establish and lead this programme. The programme leader will play a key role in shaping our political strategy and engagement process, working closely with E3G’s other programmes to deliver transformational outcomes. The programme will be firmly embedded in PEG. The programme leader will directly report to the Brussels Director and will work closely with the Associate Director for PEG.

Key Responsibilities

The candidate’s main focus will be to lead the EU politics and governance programme team, manage a coordinated strategy across multiple grants, and develop effective strategies to influence EU politics and policies, with a particular focus on highly political and “cross-sectoral” debates and processes.

In delivering these strategies, the candidate will work closely with E3G’s Brussels and Berlin Directors, and with E3G’s thematic teams, frequently driving and coordinating strategies and activities geared towards EU outcomes.

The candidate’s main focus will be EU-level politics and policies, but with the goal of increasing engagement and influence in key Member States over time.

This will include

  • Lead the EU politics and governance team, currently consisting of 5 FTE.
  • Leading across E3G in understanding the politics of European Climate policy inside and between member states and working with E3G’s thematic teams to develop effective influencing and change strategies.
  • Lead E3G’s work in relation to high profile outcomes such as the EU Climate Law, EU elections, European Green Deal framework, etc.
  • Project manage the Clean Economy Briefing Service which provides key political insights on climate change to decision makers across the EU.
  • Fundraising and managing relationships with relevant funders.
  • Contribute to strengthen E3G’s political analysis and influencing capacity within PEG and EU structures.
  • Provide E3G representation at senior events, media engagement and help develop E3G’s brand across Europe.
  • International travel will be required.

Profile and requirement

  • You have established professional experience with progressive levels of responsibilities as well as strong line management and team leadership skills.
  • You have demonstrable influencing skills, strong strategic and political understanding, and a track record of significant achievements in EU climate policy.
  • You are positive, organised, stress-resilient and a team player able to work flexibly with a range of people across levels of seniority. You can adapt to uncertainty and deliver high quality outputs to challenging deadlines. You prioritise achieving outcomes over running activities.
  • You have a demonstrable track-record of leading and managing stakeholder partnerships, processes, as well as coordinating larger projects. You are able to operate confidently at high and "expert" level, in an international context and influencing senior decision-makers from government, business, finance and civil society.
  • You have very strong written communication skills, impeccable English and the ability to adapt your style (written and verbal) to any audience from technical experts, politicians or the wider public. The ability to communicate in multiple EU languages would be an advantage.
  • You are able to quickly familiarise yourself with a new topic through self-led research including conversations with experts, assessing legislation or policy statements, and other data sources.
  • You have an undergraduate degree in a relevant discipline (required) and post-graduate qualification in a relevant discipline (desirable).
  • You are used to operating internationally, with a high degree of cultural sensitivity. You have the skills and resilience required to work internationally across multiple offices and time zones.
  • Experience in fundraising and managing funders relationship is a plus.

The remuneration package will be offered based on qualifications and experience. E3G will require candidates to demonstrate that they have the right to live and work in the EU.
