Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.

OVERVIEW
NP is an implementing organization of the ongoing peace process between the Moro Islamic Liberation Front and the Philippine government. Our mandate for implementing the peace process includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict, including NP team members accompanying hostage survivors to reunite with their families. NP monitors whether conflicting parties are abiding by ceasefire agreements, and it verifies and reports compliance and noncompliance of agreements. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring, unarmed peacekeeping and civilian protection.
To broaden the appreciation and acceptance of Unarmed Civilian Protection (UCP) in the country, NP is working to increase awareness, engagement, and participation by building support at the local, regional, and national levels.
JOB SUMMARY
The Program Development Manager is a management level position supporting NP in the Philippines and its Asia regional programme in facilitating participatory program development processes, designing quality proposals, and developing strong professional image among donors to leverage financial growth and attain consistent and/or sustainable funding from grants/institutional donors. Further, the position has supervisory responsibilities to the Communications Officer/Associate and M & E Officer where both roles are crucial in supporting country and regional programmes in terms of communication strategies, knowledge management, and implementation of M & E systems across programmes and projects. S/he is expected to interact closely with Programme Managers, Finance and Operations Team. S/he will also be part of the NP regional and global network on Program/Business Development, and Global Hub on resource mobilisation strategies and guidelines and institutional donors/funding agencies.
The Program Development Manager is also expected to provide strategic insights on funding opportunities and donor mapping, manage key personnel for grant acquisition and management, identification of potential partnerships, and ensuring quality funds management and donor compliance. She/he should be able to manage a team and complex communications with internal departments, teams, and external stakeholders relevant to Program Development and Resource Mobilisation.
The programme development and fundraising role is based on collaborative work with the Philippines country programme team and Asia regional initiatives to develop strategy and project ideas, turn them into proposals and secure suitable donor funding. This involves facilitation of project design sessions and coordination of proposal development processes with colleagues and partners. Through this work, s/he leads on the conversion of programme concepts into feasible proposals which meet donor requirements. S/he also negotiates with donors on contract details and ensures engagement of relevant colleagues in finance and programme departments in the review, sign-off and handover process. S/he proactively seeks new donor opportunities and helps ensure the team is kept up to date with donor trends and opportunities. Meanwhile s/he contributes to NP’s overall programme design and fundraising strategies as a member of the programme design and fundraising team at the global level.
