FUNCTION:
Program Officer- PME is responsible for project sub-award planning, budgeting, revision, field monitoring, reporting, documentation in close coordination with program field team. Her/his key roles to strengthen MEL system through operationalization of MEL plan developed during the project planning phase and enhance capacity building of partner NGOs. Moreover, her/his engagement will largely focus on preparation of periodic reports and communicate with government authorities, and donors, engage on routine data quality assessment, ensure project compliance. This position requires more than 50% field works for ensuring quality of reported data/figures and process monitoring.
RESPONSIBILIIES AND DELIVERABLES**: (**including approximate percentage effort)
Assist Heifer Nepal M&E system for the scaling up program impacts (50%)
- Participate actively in program/ project planning process and budgeting for effectiveness of program/projects quality,
- Coordinate field team for smooth implementation of project MEL plan,
- Ensure operationalization of PME reporting portal for output monitoring data,
- Ensure that implementation of field activities adheres to Heifer’s monitoring and evaluation system
- Build capacity of Heifer’s field staff, project partners for progress tracking, reporting, documentation, and field monitoring,
Reporting and Documentation (20%)
- Coordinate with implementing partners/cooperatives for regular data submission and ensure quality of the data by random verifications and validations,
- Prepare periodic reports and communicate with field teams for decision making process,
- Provide technical support for evidence-based documentation,
- Record and manage quantitative and qualitative data in a safe and accessible way,
- Collect and prepare case stories of project beneficiaries.
- Prepare YTD project outputs and financial expenditure report and communicate with field,
Project Planning (15%)
- Coordinate to prepare project budget of sub-awards, letter of agreement, project proposal, revisions and communicate to field staffs regarding the sub-award planning related works,
- Prepare Project Implementation Plan, budgeting at sub-project level, and
- Coordinate to prepare project implementation manuals and SOP as required.
Contribution to Effectiveness of the Program (5%)
- Work collaboratively with different programs for strengthening integration and cross-learning related activities,
- Proactively volunteer for various team activities,
- Liaison with SWC, LGs, PGs and other stakeholders,
- Support other departments in dealing with any other tasks as required.
Perform other job-related duties as requested (5%)
QUALIFICATIONS AND SKILLS:
- Bachelor’s degree in Development Studies, Business Administration, Economics or any other social science related field is required plus minimum 3 years of relevant experiences in INGOs/Donor organizations. Master’s degree preferred,
- Other job-related education and/or experience may be substituted for all or part of these basic requirements,
- Knowledge and understanding of project monitoring and evaluation
- Understanding of the current M&E trends and especially M&E systems in development organizations,
- Excellent computer knowledge with command on MS Excel, SPSS, STATA or any data management and analysis software.
