Program Officer II/III for Rule of Law

Summary

Solidarity Center seeks a Rule of Law (ROL) Program Officer to write persuasive proposals that describe complex activities and to develop accompanying budgets. This individual will participate in developing and implementing trade union development programs related to the Rule of Law. The ROL Program Officer will need to produce well-written program reports and evaluations, as well as monitors programs to meet budget targets and programmatic results. This individual also will take part in designing and drafting concept papers to donor organizations, and should have the experience to initiate program proposals and seek funding. This will require working knowledge of and experience in USG regulations and procedures related to the funding and management of grants. In addition, the ROL Program Officer must become conversant with all aspects of ROL program activities and relevant political, economic, social and trade union developments in the US and abroad. This individual will prepare information for other departments and coordinate activities with them around ROL programs.

The ROL Program Officer will assist and advise the Director and Deputy Director on details of programs within an assigned areas of responsibility. This individual will work with AFL-CIO affiliates to coordinate their participation in Solidarity Center programs, at the request of the Director. The ROL Program Officer will assist with and provide logistical support for international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, GUF’s and/or related organizations. This individual represents Solidarity Center at meetings and conferences in the U.S. and abroad. The ROL Program Officer must have the experience and presence to represent Solidarity Center in public and private meetings with donors, partners, and public and private organizations.  The ROL Program Officer may travel to the field on a temporary basis.

Qualifications

• Experience in grant writing and reporting for federal government and private foundations
• Experience in program monitoring and evaluation (preferred)
• Trade union experience
• Extensive knowledge of international relations and trade union and socio-economic and political developments in the U.S. and abroad.
• Ability to work independently and without supervision
• Ability to work and interact easily with a wide variety of people.
• Ability to manage multiple assignments simultaneously
• Bachelor’s degree in political science, international relations, labor relations or related fields and/or ten years equivalent work experience
• Good communications and writing skills
• Computer literacy for word processing and simple spreadsheets
• Fluency in a foreign language (preferred but not required)

Supervisor:  Rule of Law Program Director

Specific Duties:

• Draft and edit grant proposals and program reports for a variety of funders

• Monitor implementation of programs supported by the grants and support their evaluation

• General administration in support of grant implementation

• Conduct issue research for headquarters and field offices

• Coordinate activities with the Center’s other program and functional offices;

• Assist and advise regional departments on program development and proposal writing

• Provide guidance to field offices on Solidarity Center policies and priorities related to ROL programs

• Serve as a liaison with AFL-CIO affiliates, GUF’s, ITUC, its regional organizations and the ILO on matters related to ROL programs

• Develop and implement global and cross-regional ROL programs

• Recruit outside consultants and other technical staff for ROL programs

• Provide technical assistance and support to conduct program evaluations of field projects

• Support field trips by Solidarity Center personnel related to ROL programming

• Share information on issues in ROL program as requested by Washington-based U.S. government offices and Congress

• Travel on a TDY basis to assist in the development of ROL programs

• Work closely with AFL-CIO affiliates to coordinate their participation in the development and implementation of Solidarity Center ROL programs

• Monitor programs to meet budget targets

• Represent the Solidarity Center as directed

This is a collective bargaining unit position, generously compensated with a gross annual salary starting at approximately $76,000 to $89,000 USD based on experience.
