Summary:

The Program Officer II is responsible for providing support to the Rule of Law (ROL) Department in HQ and the field. This individual will need to become thoroughly conversant with all aspects of ROL program activities and will serve as the main point of contact with other departments.

The Program Officer II must be able to write persuasive proposals that describe complex activities, and develop budgets for those activities. This individual will participate in the development and implementation of ROL programs, and must have the skills to produce well-written program reports and evaluations. This individual will monitor programs to meet budget targets and programmatic results. The Program Officer II will also prepare and exchange information and coordinate activities with other sections of the Solidarity Center.

The Program Officer II will assist and advise the ROL Director and Deputy Director on details of programs in assigned areas of responsibility. This individual will assist with and, when necessary, provide logistical support for international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, Global Union Federations and other organizations. The Program Officer II may represent Solidarity Center at meetings and coordinate activities with Washington-based NGOs, and U.S. government agencies. This individual may be asked to travel to the field on occasion.

Qualifications:

• Broad knowledge of international relations including trade union and socio-economic and political developments in the U.S. and abroad.  Previous trade union experience (highly desirable but not required)
• Ability to work independently and complete assignments with limited supervision
• Ability to manage multiple assignments simultaneously
• Bachelor’s degree in political science, international relations, labor relations or related fields and/or seven years equivalent work experience.  Good communications and writing skills
• Computer literacy for word processing and simple spreadsheets
• Ability to work and interact easily with a wide variety of people

Persons considered for this position must agree to serve abroad in both temporary and long-term positions, based on the needs of Solidarity Center.  Fluency in a foreign language is a plus.

Supervisor: Rule of Law Program Director

Specific Duties:

• Write/edit proposals, reports, letters, and other correspondence;
• Monitor programs to meet budget targets;
• Conduct issue research for use by Solidarity Center headquarters and field offices;
• Coordinate activities with the Center’s other program and functional offices;
• Assist regional departments in program planning;
• Support field trips by Solidarity Center personnel for ROL programming;
• Share information on issues in ROL programming as requested by Washington-based U.S. government offices and Congress;
• Provide guidance to field offices on AFL-CIO and Solidarity Center policies and priorities related to ROL programming
• Work with AFL-CIO affiliates to coordinate their participation in Solidarity Center's ROL programming;
• Serve as a liaison between Solidarity Center and AFL-CIO affiliates, GUFs, ITUC, its regional organizations, and the ILO on matters related to the ROL programming;
• Represent the Solidarity Center as directed.

This is a collective bargaining unit position, generously compensated with a gross annual salary starting at approximately $79,374 USD based on experience.
