ORGANIZATIONAL CONTEXT
ChildFund Australia is an international development agency that works in partnership with children and their communities to create lasting and meaningful change by supporting long‐term community development and promoting children’s rights. ChildFund Australia is a registered charity and is fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government’s overseas aid Programme. ChildFund Australia’s goals are to deliver quality development programs that are respectful, responsive and effective.
ChildFund Myanmar is the representative office of ChildFund Australia – an independent and non‐religious international development organization that works to reduce poverty for children in the developing world. ChildFund Australia began working in Myanmar in 2012. Child-focused development programs are being delivered in a partnership approach working with local groups and organizations and ChildFund Myanmar focus will be child protection, education, youth resilience and DRR.
POSITION SUMMARY and JOB PURPOSE
Program Officer (PO) will play an important role in will play a pivotal role in enhancing the organizational capacity of CSOs for the “Organizational Development of Civil Society Organizations and Community Systems Strengthening for Improving Access to Health”. PO will work with Program Coordinator for the project management and to work closely with the consortium members, the local partners and other stakeholders involved in the program activities.
REPORTING STRUCTURE
The position reports to the Program Coordinator and will also work closely with OCD project team and ChildFund Myanmar staffs to ensure the smooth and effective implementation of the project.
KEY AREAS OF RESPONSIBILITY
Under the supervision of Program Coordinator, Program Officer (PO) will perform the followings;
Key area 1: Program Management and coordination
• Support Program Coordinator for the project outputs and outcomes to be on track and of high quality
• Support and participate in the process of the development, review and revision of the organizational capacity assessment tools
• Act as a co-trainer at technical training and mentoring sessions with CSOs
• Act as the M&E focal for the project and maintain records and databases related to organizational capacity development activities
• Establish and maintain strong working relationships with CSOs
• Work closely with Finance and Administration Unit for smooth operation and processing of project implementing activities
Key area 2: Program Reporting and Administration
• Assist the Program Coordinator to ensure the quality financial and narrative reports are submitted on time to the donors
• Prepare and submit reports for monthly activities, training, assessments, surveys, field trip to Program Coordinator
• Assist in reviewing documents for translation, and provide editing and feedback where appropriate;
Key area 3: Capacity Development
• Support the development of training modules, curricula, schedules, and materials for CSOs capacity development across various topics.
• Deliver technical training sessions based on the developed modules.
• Facilitate and support the self-assessments by CSOs, leading to the creation of capacity development plans
• Provide technical guidance and mentorship to CSOs in executing their capacity development plans, ensuring timely and effective implementation
• Support the CSOs in their use of learning and knowledge-sharing platforms for their capacity-building, strengthening, and sustainability
• Work proactively with CSOs to identify opportunities and support them in analyzing issues and identifying potential resources.
Key area 4: General
• Understand and comply with, in an exemplary manner, all relevant ChildFund policies and procedures
• Participate, as assigned, in relevant networking meetings with other INGOs including UN agencies
• Develop and maintain good relationships with the local authorities as a representative of ChildFund
• Any other additional tasks directed by Program Coordinator.

Qualifications & Experiences
• Tertiary education preferably in social science
• At least five-year experience of working in community-based development and civil society strengthening
• Well understanding of project design, logical frame, indicators and reporting
• Experience in Data Management and M&E
• Experience in providing training, facilitation, mentoring and coaching.
• Excellent communication and interpersonal skills.
• Ability to communicate in Myanmar and English (written and oral)
• Ability to travel frequently to the project sites
WORKING CONDITIONS & OTHER ESSENTIAL REQUIREMENTS
• Adherence to written confidentiality policy/agreement is required.
• Permanent appointment to this position is dependent upon successful completion of the background check and signing of ChildFund Myanmar child safeguarding policy and procedure code of conduct.
• Commitment and adherence to ChildFund Myanmar policies and procedures is required.
