Outright currently seeks a Program Manager – Alliance for Global Equality to manage the implementation of the Alliance for Global Equality, a five-year program funded by the US Agency for International Development (USAID), led by Outright and joined by our partner, the Victory Institute. The Alliance seeks to bolster the resilience of the global LGBTQI+ movement and better equip key political and private-sector stakeholders in specific countries to lead social change for more inclusive development and improved economic growth and democratic participation for LGBTQI+ people. At the heart of the programming is grantmaking to national-level LGBTIQ organizations worldwide.
The position can be based anywhere. Some travel may be required.
RESPONSIBILITIES
Serve as day-to-day manager of all activities related to implementation of the Alliance for Global Equality. This includes the following responsibilities:
- Serve as main point of contact with the USAID’s Agreement Officer’s Representative (AOR) and Alternate AOR, in the Inclusive Development Hub.
- Lead development of annual work plans and budgets, in collaboration with partners and Outright’s financial and operations teams.
- Draft and submit quarterly and annual reports, as well as final report, for USAID submission, adhering strictly to reporting deadlines.
- Monitor and manage spending against budget.
- Liaise with program and resource partners, including organizing Program Advisory Group semi-annual meetings and collaborating on development of Annual Work Plans.
- With support from the Grants Management team, lead development and release of Requests for Proposals (RFPs) at least twice per year.
- Develop RFP content, application forms, and scoring materials.
- Conduct informational webinars for prospective grantees.
- Respond to inquiries sent via Alliance email address.
- Oversee calls for proposals and organize reviews of all applications for funding
- Develop and submit recommendations for grantmaking to USAID for approval.
- Collaborate closely with regional staff on vetting and monitoring of grantees, including identifying and arranging for technical assistance, as needed.
- Collaborate closely with Outright’s Monitoring, Evaluation, and Learning team to track indicators, design and participate in learning and reflection activities, and report on progress.
- Identify opportunities and oversee logistics for selected grantees to participate in regional or global convenings, including Outright’s Advocacy Week.
- Follow-up with key partners and grantees on reporting and other deliverables.
- Lead weekly Alliance team meetings and participate in bi-weekly check-in calls with USAID
- Collaborate with Outright’s Communications team to promote Alliance work, consistent with USAID requirements.
- Develop presentations for donors or for other meetings.
- Other tasks as assigned.
QUALIFICATIONS
- A minimum of 3 years of experience in managing or significantly contributing to management of USAID cooperative agreements.
- An understanding and deep commitment to lesbian, gay, bisexual, transgender, intersex, and queer (LGBTIQ) human rights in a global context.
- Strong, dynamic project and time-management skills and self-motivation
- Comfortable working remotely with dispersed teams
- Excellent multi-cultural collaboration and communications skills
- Experience working with LGBTIQ advocacy organizations in Africa, Asia, the Pacific, the Caribbean, Latin America, and/or the Middle East is strongly preferred.
- Strong skills in Microsoft Office programs.
- Fluency in English required; French, Spanish, Bahasa Indonesia, or Arabic language skills desirable.
