JOB CONTEXT
We are looking for a Program Development Manager (PDM) to develop new programs, build coalitions and mobilize resources/funding in the area of Civic Rights in a Digital Age.

Civic Rights in a Digital Age
In the area Civic Rights in a Digital Age, Hivos works to achieve three goals: vibrant civic spaces; responsible use of technology, and just use of public resources. We do this by following four pathways of change based on strengthening capacities for digital activism, campaigning, content creation and collaboration:
1. Building civic influence
At the centre of this work are diverse civic actors in the Global South, including frontrunners in academia and independent media. They build public awareness, influence public regulation, and act as independent watchdogs. They work to increase the engagement of rightsholders and social justice organizations in digital rights efforts. This is crucial if we want the concerns of those impacted the most to be reflected in public policy and practice.
2. Defending activists
The aim of this pathway is to ensure that human rights defenders, social justice activists and content creators, and independent media are able to make safe, responsible and effective use of data and technology. Their work is increasingly digital and thereby vulnerable to digital threats like surveillance, theft and misuse of sensitive data, targeted disinformation, and deep fakes that discredit and attack activists and other civic leaders.
3. Reshaping narratives
Prevailing narratives often legitimize existing power relations. Reshaping those narratives involves strengthening diverse voices that contest the status quo, while increasing public understanding of and support for humane and just alternatives. At the center of this work are pioneering independent media producers, artists, journalists, and civil society groups. They challenge police corruption, discrimination, and outdated gender norms with fresh, creative perspectives. They build media literacy and articulate community-centred alternatives to the prevailing model of top-down digitalization.
4. Influencing public spending
Social justice actors and rightsholders have stronger influence on (local) public spending priorities, and governments are held to account for these. Government openness and responsiveness at the local level is essential because it is the most vulnerable citizens (subject to exclusion and climate impacts) who depend on the just use of public resources by local authorities.
JOB SCOPE
The Program Development Manager plays a central role in developing winning program/project proposals. He/she/they ensures the sustainability of Hivos’ Civic Rights in a Digital Age agenda by securing funding for regional and global programs that inspire and have demonstrable impact. The PDM is part of the Business Development Department, works in a global team and reports to the Head of Business Development.
The PDM creates and maintains intimate and productive relationships with (key) donors, civil society – from a national, regional to a global level – and other stakeholders. He/she /they leads program development processes and builds, strategic partnerships and consortia for program development and implementation. The PDM will be responsible for raising a specific percentage of Hivos annual income as a result of market analysis and donor capture plans. He/she/they analyzes opportunities, ensures proposals fulfill internal and donor requirements, and translates Hivos conceptual thinking into viable, sustainable and financially sound program propositions.
The PDM works in closely with the Strategy & Impact unit to ensure thematically solid propositions in line with Hivos’ strategy. He/she/they liaises with and supports regional hub directors and program managers to develop local, regional and global donor relations, donor intimacy and attractive propositions for funding. With these internal partners, the PDM will scout for – and follow up on – new business development opportunities. Next to that, the PDM supports program managers to develop repeat deals, realize scale and pro-actively involves the senior contract & negotiations officer to ensure deals positively contribute to Hivos’ mission & business continuity.

Develops and maintains relationships of donor intimacy with key funders.
Indicator: Ensure Hivos is a preferred supplier of key donors.

Develops appropriate and interesting partnerships for proposal development. Builds and maintains relationships with partners and donors.
Indicator: Number and quality of strategic business development partnerships.
Viable program propositions.
Develops winning proposals and donor propositions.
Indicator: Number of proposals donor approved.
Project management
Manages business development processes.
Indicator: Positive appreciation team members of project implementation.
REQUIREMENTS
What we offer
We offer a stimulating work environment in a professional international organization with very dedicated staff. We offer a national contract based on Hivos local labor conditions, with a remuneration commensurate with the experience and expertise. Contract renewable depending on performance.
