What is the opportunity?
Under the direction of Procurement & Logistics Officer, the Procurement and Logistics Trainee will be responsible for procurement and logistics process and procedures within the Country Program Field Office following established standards. This position reports at a duty level to Procurement & Logistics Officer and at an administrative level to the Humanitarian Response Manager (HRM). This position requires that the person resides near the Field Office (Arua or Yumbe). This position requires travel to remote locations within Uganda to support the implementation of the Community Development aspects at all levels. A flexible working schedule is possible with this position.
Laisse with user departments and verify that procured goods are as per specifications upon delivery before they are received in Inventory / stores.
Prepare, review and submit timely report including procurement reports, Asset- goods reports and Inventory reports, e.t.c that are required on monthly or quarterly basis as required by policy or donor requirements.
Support of the function of carrying out due diligence and maintaining an archive record of procurement and disposal process then Implement effective asset and fleet management that regularly monitors the asset/fleet pool, saves cost, and safeguards the investment of the organization.
Be a steward of Inventory and storage at the field office ensuring that the resources there in are safe and maintain an update of record of all Inventory, stores, and procurement documents.
Support the preparation of evaluation committee minutes and ensuring they are duly signed, and recommendation of bids as directed by the PLO.
Support receiving all quotations in response to RFQs and tenders and prepare the documentation for the Procurement Committee to evaluate.
Support and guide on Partner procurement guidelines and Processes.
Support in ensuring that the proposed procurement is specified in the approved work plan and working budget.
Support in ensuring that the proposed procurement is in conformity with the conditions of the signed project agreements with donors. Support in ensuring that the proposed procurement has fully documented specifications, including technical details, quantity details, and delivery and transport requirements.
Support in ensuring that the goods can be serviced and maintained locally, and that local technical support is available in ensuring final determinations of supply sources, price and delivery schedules.
Support in ensuring developing a sufficiently wide range of sources to provide adequate updates and maintaining the Most Frequently Purchased Items (MFPI) ensuring Maintaining the List of pre-qualified suppliers.
Support in drafting contracts and ensure that adequate measures are taken to safeguard supplier confidentiality.
Support in ensuring making regular follow up of orders, delivery documents coordinating payments to suppliers through the finance department.
Arrange samples, inspections, and tests for quality certification of materials procured and track requisition requests and purchase orders by operation numbers.
Perform any other duties as signed by your supervisor.
