About the opportunity
SWCA Environmental Consultants has an exciting opportunity to grow a program as our Principal Engineer- Compliance Manager in San Antonio, Texas. The candidate chosen to fill this position will lead and oversee compliance efforts for planning, permitting, maintenance, and construction operations in mining, transmission, power generation, transportation, warehousing, manufacturing, and oil and gas markets.
This position requires leadership, business development, and project delivery expertise in a vast array of services associated with environmental compliance in multiple markets. We need a self-motivated individual with attention to detail, strong verbal and written communication skills, who can work independently and collaborate with local leadership to expand SWCA’s market presence and further develop the program.
This is a full time, salaried, exempt position, eligible to work in our San Antonio, TX office, or as a hybrid employee with visits to the San Antonio, TX office quarterly.

What you will accomplish
- Leverage existing partnerships, teaming relationships and industry relationships to build compliance services revenue
- Manage and lead environmental compliance team and project teams working on a range of small to large projects
- Prepare various environmental and regulatory permit applications
- Communicate effectively and proactively with diverse project stakeholders, including regulatory agents, field crews, trade workers, and third parties regarding project status, schedules, and compliance issues
- Is a subject matter expert (SME)/highest technical and regulatory authority on teams in a range of
compliance services and environmental management systems
- Independently leads projects/tasks from start to finish
- Drives risk management
- Builds relationships and negotiates with regulators
- Facilitates stakeholder agreements
- Advises clients on project or program strategy
- Is a Client Technical Manager or key contact for a client at upper levels within client organization
- Anticipates market trends and best practices and positions SWCA for success
- Finds opportunities and drives sales for repeat and new business, and helps grow the compliance services practice nationwide
- Partners with Client Managers in MSA or contract management and negotiation
- Is an active member in technical or industry organizations, with leadership roles at the national level
- Develops technical standards for the region or nationally
- Identifies strategic hires
- May supervise and coach others across region or company as a technical leader
- Actively oversees the preparation and implementation of the safety plan
Experience and qualifications for success
- Bachelor’s degree in an engineering related field
- Current Professional Engineer (P.E.) in Texas or ability to obtain a P.E. license in Texas
- A minimum of 12 years of related experience.
- Previous leadership skills for mentoring diverse professionals supporting compliance projects in various industries
- Proven experience in leading large and complex Request for Qualifications/Request for Proposal pursuits.
- Previous business development experience, demonstrated by experience developing client relationships, including established relationships and prior experience teaming with engineering and construction firms and existing relationships with project developers.
- Knowledge in National Environmental Protection Act (NEPA), Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), and the Emergency Planning and Community Right-to-Know Act.
- Experience in developing and managing National Pollutant Discharge Eliminations System (NPSES) and state equivalent permits, stormwater pollution prevention plans (SWPPPs), and spill prevention, control, and countermeasure (SPCC) plans.
- Working knowledge of federal, state, and local permitting laws and processes.
- Experience with water/wastewater treatment permitting.
- Experience with maintaining/submitting compliance record keeping to regulatory agencies.
- Experience performing and participating in environmental compliance and due diligence audits according to local, state, and federal regulations.
Preferred Qualifications:
- Background in environmental consulting or a related professional services area.
- Existing client base of established clients.
- Prior related work experience in the state of Texas.

An employee in this San Antonio, TX-based position can expect a salary of $106,080-$135,200/year. Actual pay within this range may depend on experience, qualifications, geographic location, client requirements where applicable, and other factors permitted by law. Regular-status employees are also eligible for performance bonuses.
