Scope
IISD’s program on Tax and Sovereign Debt seeks to build a fairer international financial architecture to leverage public funding for climate, biodiversity, and development goals through increased tax revenue, sustainable use of debt, and responsible financial management. Effective taxation of natural resources is an important pillar of IISD’s Tax and Sovereign Debt program. We deliver this work through the Global Mining Tax Initiative—a core offering of the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF), hosted by IISD.
The Global Mining Tax Initiative combines global guidance, technical assistance, and multistakeholder approaches to strengthen mining revenue collection. This work is in line with the Financial Benefits pillar of the Mining Policy Framework (MPF), the IGF’s flagship tool to enhance environmental, social, and economic governance in the mining sector. Several aspects of the Global Mining Tax Initiative are delivered jointly with international and regional partners, including the Organisation for Economic Cooperation and Development (OECD), the African Tax Administration Forum (ATAF), and the Inter-American Center of Tax Administrations (CIAT).
The IGF supports its more than 80 member countries in advancing their sustainable development goals through effective laws, policies, and regulations for the mining sector. We help governments take action to develop inclusive and gender-equitable practices, optimize financial benefits, support livelihoods, and safeguard the environment. Our work covers the full mining life cycle, from exploration to mine closure, and projects of all sizes, from artisanal mining to large-scale operations. Guided by our members’ needs, we provide in-country assessments, capacity building, technical training, publications, and events to advance best practices, peer learning, and engagement with industry and civil society.
IISD is looking for a Policy Analyst with a legal profile on Tax and Extractive Industries, fully proficient in both French and English, to join the Global Mining Tax Initiative. This is an exciting opportunity to help shape a fast-growing, high-impact program. The successful candidate will develop practical guidance for governments on mining tax policy and administration, as well as contribute to technical assistance programs with governments in Africa, Latin America, the Caribbean, and Asia. They will work closely with the OECD, ATAF, CIAT, and the United Nations. Most importantly, the candidate will play a key role in helping developing countries secure a fair share of the fiscal benefits from their natural resources.

Ideal
An advanced university degree or equivalent in law or public or social policy.
Knowledge of mining laws and mining fiscal regimes in West Africa.
Knowledge of tax laws in West Africa.
Experience with quantitative data analysis.
Portuguese and/or Spanish language skills are desirable.

Location: Hybrid or remote with international travel. Salary: Salary commensurate with experience and location.
